Brazilian Finance Ministry Promises Greater Transparency for Betting Industry Processes
A change has been made in the Brazilian government concerning the confidentiality of official documents associated with the regulated betting market in the country. The Ministry of Finance, together with the Office of the Comptroller General (CGU) decided to revoke the earlier decision concerning the 100-year-long confidentiality of betting administrative processes.
The decision was taken following the media criticism regarding the lack of transparency when publishing the information about operators that were applying for authorization to conduct activities in the regulated betting market of Brazil.
As Finance Minister Dario Durigan said: “Today, partly because of the pressure from the press, we had extensive discussions this afternoon, and I decided, which I’m now communicating to you, that we’ll have a task force created and will start proactively publishing all of the processes that we did, in which we evaluated prize and betting companies“.
Sensitive Information Will Remain Confidential During the Publication Process
There are over 25 thousand documents concerning the application processes of betting companies that include such critical information as the sources of funds or tax status of the company executives.
At least this is what the Brazilian government claims regarding the current stage of introducing more transparency into the administration of the betting processes and the publication of documents.
Durigan noted that it is not necessary to hide the bureaucratic processes from the public sector. “These are data points that are quite often not relevant for disclosure purposes. We need to redact them because there should be no public disclosure of people’s names, tax situation, or bank accounts.”
Thus, the Brazilian government decided to remove all the unnecessary sensitive information in order to make all of these processes accessible to the general public. “This is something that we can do without any problems because there is a simple redaction of the information that needs to be done. This is my commitment.”
This step represents one more significant milestone in the development of Brazil’s betting legislation and policy, as the number of discussions regarding the transparency of the process has been increasing steadily.
Government Increases Oversight Efforts Prior to the 2026 FIFA World Cup
Besides reviewing the transparency and document publishing process, Brazilian authorities also plan to intensify their control efforts prior to the FIFA World Cup, where the number of players placing bets will inevitably increase dramatically.

The first match of the tournament is scheduled to take place on Thursday, June 11, which is why regulators have decided to focus on intensified monitoring actions related to advertisement regulations.
Speaking of the upcoming meeting, Daniele Cardoso, Secretary of Prizes and Betting, said: “Last week, we conducted a meeting with all the public prosecutors’ offices involved in this process to intensify the actions, especially concerning advertisements“.
She added: “We prepared and sent out a specific warning note for regulated operators that concern the measures regarding advertising“.
Regulators also plan to hold several meetings throughout the week with consumer protection authorities to align the procedures concerning regulatory measures prior to the tournament.
The Topic of Responsible Gambling Gains Attention
On June 9, federal teams will be holding a meeting with Brazil’s National Consumer Defense System in order to organize customer service channels and regulate the processes of controlling the activities prior to the event.
Right after that, on June 16, the government will host the first-ever seminar dedicated to responsible gambling policy in Brazil.
The seminar will discuss several relevant issues, including mental health, financial risks associated with betting on Brazilian families, and the limitations of gambling ads on various media platforms.
