Netherlands Renews 8 Online Gaming Licenses Until 2031

Eight online gaming providers have received follow-up licenses from the Dutch Gaming Authority, also referred to as Kansspelautoriteit or KSA.

The new gambling licenses will enable the organizations to continue their operations in the iGaming market of the Netherlands until September 2031.

These licenses were issued in 2021 after the iGaming regulatory regime of the Netherlands was implemented. The first licenses will expire in September 2026, and the applicants who wish to keep on providing online gambling services must renew their licenses.

The new approvals have been the first of the follow-up licenses issued in the Netherlands. The KSA said the 8 companies met the requirements needed to receive renewed authorization.

Operators Receive 5-Year Approval

The companies granted follow-up licenses include TOTO Online B.V., which operates TOTO and Winnitt, and Holland Casino N.V., which operates Holland Casino Online.

Play North Limited, the operator behind Kansino, also received a renewed license. FPO Nederland B.V., which operates FairPlay Casino, and Bingoal Nederland B.V., which operates Bingoal, were included in the first group of approved operators.

The other companies receiving renewed licenses were Hillside (New Media Malta) Plc, which operates Bet365, NSUS Malta Limited, which operates GG Poker, and Betent B.V., which operates Betcity.

The KSA’s decision means all 8 companies can continue their activities in the Dutch online gambling market without interruption after the original licenses expire.

The renewed permits will remain valid for 5 years, covering the period from October 2026 through September 2031.

Regulator Reviews Compliance History

The KSA said it assessed several areas before granting the follow-up licenses.

One important part of the process involved reviewing instances of non-compliance committed by licensees during the previous 5 years.

Operators applying for renewal were specifically asked to explain the steps they had taken to ensure that the same type of violations would not happen again.

The review process considered whether the companies met the necessary requirements for a follow-up license. After completing the assessment, the KSA concluded that the 8 listed operators were eligible to receive renewed authorization.

The regulator’s approach shows that past compliance issues were taken into account as part of the renewal process. Companies were required to address any identified breaches and describe the measures introduced to prevent similar concerns from recurring.

KSA Continues Oversight Work

The KSA continues to monitor the wider gambling sector while issuing new and renewed licenses.

Recently, Holland Casino was scrutinized for admitting a self-excluded gambler to one of its land-based gambling venues.

The gambler was a journalist who was barred from gambling activities and wished to verify if gambling controls were in place. In order to get into the gambling establishment, the gambler used a driver’s license of another employee.

Staff checked the documentation but did not identify the discrepancy. The reporter was then allowed to gamble at the venue.

The same reporter was also able to gamble at Jack’s Casino in Utrecht and Casino Be One in Rotterdam. The cases pointed to a wider issue involving checks for self-excluded players at land-based casinos.
