FIFA Integrity Claims Challenged After World Cup Review
FIFA’s statement that the 2026 World Cup produced no suspicious betting activity is facing scrutiny after one of its own integrity partners reported several warning indicators during the tournament.

The Council of Europe confirmed that the Copenhagen Group, part of FIFA’s Integrity Task Force, recorded seven yellow notices and examined 12 major integrity-related cases linked to the competition.
The conflicting assessments have created uncertainty over how betting risks were tracked during a tournament that generated record wagering activity in several markets.
Two Integrity Assessments, One Tournament
FIFA said its integrity monitoring network found no evidence of suspicious betting across all 104 World Cup matches.
The Council of Europe’s findings present a different picture. While the seven yellow notices do not automatically indicate wrongdoing or match manipulation, they show that betting activity required further review during the tournament.
The Copenhagen Group also investigated 12 incidents connected to possible integrity concerns. Both organisations operate within FIFA’s Integrity Task Force, making the difference between their conclusions more notable.
FIFA has not publicly addressed the details behind the separate assessments or explained how the reported notices fit with its statement that no suspicious cases were detected.
The disagreement comes after a tournament watched closely by regulators and betting monitors due to unprecedented levels of gambling activity.
France Records Unprecedented World Cup Betting
France’s regulated betting market experienced a sharp increase during the tournament.
The country’s gambling regulator ANJ reported more than €1.3 billion in online sports betting stakes during the World Cup, generating €157 million in gross gaming revenue. Both figures more than doubled the totals recorded during the 2022 tournament.
The previous World Cup produced €597 million in stakes and €70 million in gross gaming revenue.

The number of active betting accounts also increased significantly, reaching 3.8 million compared with 2.6 million in 2022. Players placed around 113 million bets throughout the competition, more than twice the 54 million recorded four years earlier.
The France-Spain semi-final became the biggest World Cup betting event since 2010, attracting €63 million in wagers. That exceeded the €51 million placed on the 2022 final between France and Argentina.
Such volumes give integrity teams more data to analyse, but they also create a much wider field of possible betting patterns requiring attention.
Prediction Markets Create New Integrity Challenges
The Copenhagen Group also expanded its monitoring efforts beyond traditional sportsbooks, tracking prediction markets for the first time.
These platforms have drawn attention from integrity experts because anonymous users and cryptocurrency payments can make activity harder to trace compared with regulated betting operators.
One example involved a prediction market on Polymarket linked to US forward Folarin Balogun’s participation against Belgium. The market appeared on the same day the player was sent off during the match against Bosnia and Herzegovina.
FIFA later confirmed that Balogun would be available for the Belgium match on 5 July. Reporting connected to the Copenhagen Group’s review indicated that no similar markets appeared for the other 14 players who received red cards during the tournament.
The case did not establish wrongdoing, but it demonstrated how prediction markets can introduce new integrity questions around major sporting events.
With FIFA yet to respond publicly to the Copenhagen Group’s findings, questions remain over how the different monitoring results will be reconciled and what role emerging betting platforms will play in future tournament oversight.
