Konami Files Japan Casino Supplier Licenses Ahead of MGM Osaka Opening

Early Entry Into Regulated Market

The United States-based casino games maker said in a Wednesday press release that it is the first manufacturer to file across all applicable license categories. Konami Gaming, a unit of Japan’s Konami Group Corp, also said it was the first supplier to submit applications across all manufacturer license categories established by the regulator.

The company said its licensing submissions reflect its commitment to taking part in Japan’s regulated casino market from its earliest stages. That position places Konami among the first suppliers preparing for the country’s integrated resort framework as the market begins to take shape.

JCRC is responsible for licensing casino operators and suppliers under Japan’s IR implementation framework. Konami’s filing places the company directly before the body overseeing supplier approvals for the sector.

MGM Osaka Sets The Pace

The licensing move comes as construction continues on MGM Osaka, Japan’s first integrated resort with a casino. The project is scheduled to open in 2030 and remains the country’s only approved casino resort.

Led by MGM Resorts International and Japan’s Orix Corp, the development is a central part of Japan’s casino rollout. Konami’s filing arrives while that project is still under construction, suggesting suppliers are already positioning themselves for the market that will follow.

Konami Gaming said it has invested significant resources in localisation, documentation, and operational planning to ensure compliance with Japan’s legal, regulatory, and cultural requirements. The company framed the effort as part of its broader preparation to serve the Japanese market in line with local expectations.

Lori Olk, senior vice president and chief compliance officer of Konami Gaming, explained that the filing demonstrates how dedicated the company is to working effectively with the regulatory process in Japan from day one. The company has approached the filing process with a spirit of transparency, preparation, and alignment with the demanding requirements of the JCRC.

Her comments placed emphasis on compliance as a central part of the submission, rather than simply market entry. That focus matches the company’s decision to file ahead of the broader build-out of the country’s integrated resort sector.

Tom Jingoli, president and chief operating officer of Konami Gaming, said the submission involved coordinated work across multiple business units and jurisdictions. His comments indicated the magnitude of preparation involved in making the filing as well as the breadth of the internal teams involved.

He further noted that as Japan continues to expand its IR framework, Konami will continue to be committed to helping achieve the regulatory goals and work alongside stakeholders to develop solutions for the Japanese gaming market.
