CazéTV Defends Betting Broadcasts as Brazil Reviews World Cup Advertising Practices

CazéTV has now officially rebutted World Cup betting advertising following its submission of an official response letter to Brazil’s Ministry of Justice concerning advertisements broadcasted during the 2026 FIFA World Cup. In particular, it has been stated that commentary by the company’s presenters is not to be considered as betting advertising in Brazil.

Specifically, according to the documents that have been publicly disclosed by the National Consumer Secretariat (Senacon), the broadcaster claims that editorial sports commentary is not commercial advertising even in cases when betting is discussed by the broadcaster in relation to a match.

Ministry Challenges Promotional Elements

The investigation into the allegations followed the authorities’ suspicions that some segments were aimed at inciting people to place their bets by offering exclusive betting possibilities for certain matches.

As part of the previous investigation, the Ministry of Finance analyzed one of the broadcasts, where former football player Juliana Cabral commented on the betting pick and said: “The chances of this happening are high.”

In her turn, Andiara Maria Braga Maranhão, General Coordinator for Responsible Gambling Monitoring at the Ministry of Finance, explained that the segment had the potential to mislead the viewers.

Consumers were misled by the technical recommendation made by the team responsible for the commentary and broadcast.”

Broadcaster Denies the Claims

Responding to the authorities’ allegations in the legal filing, CazéTV denies the violation of any advertising rules, claiming that its broadcasts respect “the limits of the product offered by betting operators.”

Moreover, the broadcaster admitted that its informal approach to broadcasting “May lead to the viewer perceiving the advertising content as more engaging.” Still, it claimed that there is an essential difference between editorial comments and paid promotions.

In particular, according to the legal document: “A commentator’s remarks about an athlete’s performance or the probability of a sporting event are not the same as betting advertising precisely because they are not accompanied by the commercial identification of the content and they do not communicate a defined commercial offer by the advertiser.”

Distinction Between Editorial Content and Advertising

Moreover, in its legal defense, CazéTV described the procedures that have been followed to distinguish sponsored content from the editorial content throughout the broadcasts.

Advertising insertions occur at specific moments and specific segments of the broadcast—hydration breaks, halftime intervals, pre-game shows and sponsored features—which are distinguished from the editorial commentary by their context, verbal framing, and visual framing.”

The broadcaster also stressed that all the betting advertisements contain the legally required consumer protection information.

The advertising insertions simultaneously and clearly show the age restriction (’18+’), a responsible gambling message, and the regulatory authorization number of the operator.”

Overall, the case is part of the regulatory investigation into betting advertising in Brazil, which follows the assessment of the way betting licensed operators and media promote gambling services during major sporting events.
