Nebraska Voters Could Decide Online Sports Betting After Petition Success

A campaign to bring online sports betting to Nebraska has cleared its first major test, turning in more than 350,000 signatures to state election officials.

The petitions, filed just ahead of the July 2 deadline, back two separate measures designed to work together: one would amend the state constitution to allow internet wagering, while the other would set rules for a mobile market tied to licensed racetrack casinos. 

The next step is a county‑by‑county review to confirm the validity of the signatures. The constitutional amendment requires about 126,000 valid names, while the statutory measure needs roughly 88,000. 

Both must also meet a geographic requirement, with signatures equal to 5% of registered voters in at least 38 of Nebraska’s 93 counties. County officials will handle the checks before the secretary of state decides whether the proposals qualify for the November ballot.

If certified, the measures would give voters the chance to decide whether Nebraska should join other states in authorizing online sports betting. 

The constitutional amendment would give lawmakers the authority to permit internet wagering for residents inside the state, while the companion statute would outline how the market operates under casino oversight.

Regulations would have to be ready by June 2027

If voters approve the measures, Nebraska’s online sports betting market would launch under strict rules tied to the state’s existing racetrack‑casino system.

Beginning January 1, 2027, racetrack operators and their chosen platform partners could offer online wagering, but only after receiving approval from the Racing and Gaming Commission. The commission would then have until June 1, 2027, to issue regulations governing how the new market operates. 

The framework requires operators to keep servers inside Nebraska and use commission‑approved controls. 

Each racetrack operator could partner with no more than two online platforms, ensuring the market remains limited in scope. The proposal also preserves restrictions already in place for retail betting. Wagers on in‑state college teams, certain college player markets, and athletes under 18 would remain prohibited. 

Unlike other states that allow standalone mobile operators, Nebraska’s plan keeps online betting within the current racetrack‑casino licensing structure. 

At present, sports wagers can only be placed in person or at kiosks inside racetrack enclosures. Bettors may check odds online, but they must physically place their bets at a sportsbook.
