Aichi Pushes Back IR Bidding Schedule After Requests for More Time

Japan’s Aichi prefecture has extended the timeline for its request-for-proposal process for a possible integrated resort with a casino at Chubu Centrair International Airport Island. The local government said the change followed requests from potential applicants for more time to assess whether the project is viable.

Deadline Changes Announced

On Wednesday, the prefectural government indicated that there had been changes to the timeline of the development of the IR district. As per the new timeline, the deadline of the participation statements would now be on September 30 instead of July 31.

The competitive dialogue phase with interested parties will now continue until next winter, rather than ending in September this year. The deadline for final proposals has also been pushed back, from autumn this year to around the winter period.

According to the prefectural government, no participation statements had been received up to June 17. The government further noted that some companies had contacted the prefecture asking for more time to evaluate the business viability of the project before committing to participate.

Early Stage Of Process

The schedule adjustment comes less than 3 months after Aichi formally launched the RFP process on April 1 in search of a private-sector partner for the proposed IR development. The planned site is next to Chubu Centrair International Airport and the Aichi Sky Expo convention facility.

As reported in April, the RFP marked Aichi’s first formal step toward joining Japan’s second round of IR licensing. The prefecture is now working through the early stages of a process that could place it among the candidates for one of the remaining casino resort licences.

The revised timing suggests that the prefecture is giving potential bidders more room to evaluate the project before making any commitment. That approach appears to reflect the caution of companies still weighing the scale and feasibility of the development.

Licensing Window Ahead

The next IR application window set by the national government will run from May 6, 2027 to November 5, 2027. It is open to prefectures and so-called ordinance-level cities, which may compete with chosen private-sector partners for up to 2 remaining casino resort licenses.

That national schedule leaves Aichi with time to refine its process before the formal application period opens. The prefecture’s updated timeline now extends deeper into the year, keeping the project aligned more closely with the broader licensing calendar.

The RFP process is part of the longer path required before any actual license application can be made. For Aichi, the revised deadlines may help draw more interest from companies that need additional time to judge the business case.

Broader Casino Picture

Japan’s only approved casino project is MGM Osaka, a JPY1.51-trillion development involving Osaka city and prefecture, along with commercial partners MGM Resorts International, Japan’s Orix Corp, and other local companies. The project is due to be completed by the end of 2030.

Aichi’s revised schedule comes as the country’s casino resort framework continues to move forward in stages. With no participation statements yet filed and the deadlines now extended, the prefecture’s next steps will depend on whether prospective applicants decide the project is worth pursuing.
