PAGCOR Sets Firm Path For Online Supplier Accreditation

PAGCOR has set 31 July 2026 as the final deadline for B2B providers serving the domestic online gaming industry to fully comply with its new accreditation requirements. The regulator also put in place a two-month interim period, starting 31 May, for contracted providers that have already submitted applications to continue operating while their paperwork is being processed.

Interim Window For Applicants

Under the new memo, providers that have filed their applications may keep offering services to Gaming System Administrators during the interim period. PAGCOR said the arrangement is meant to provide a clearer path forward as the industry adjusts to the new regulatory framework.

The memo, issued by PAGCOR’s I-Gaming Licensing and Regulation Group’s Electronic Gaming Licensing Department, makes clear that any provider that fails to complete accreditation by 31 July will have its electronic gaming systems, online gaming platforms, games, and gaming equipment decommissioned on 1 August.

Requirements That Must Be Met

The memorandum sets out 4 requirements that must be completed by the deadline. These include payment of the non-refundable application fee, submission of documentary requirements including a probity check report, satisfactory results from an ocular inspection of the applicant’s facility and testing of its systems and platforms, and the posting of the required performance cash deposit.

PAGCOR said the new guidance is intended to answer questions that had built up in the industry after earlier extensions to the B2B accreditation deadline. The memo was addressed to Gaming System Administrators, licensees of integrated resorts, gaming affiliates, support service providers, and other concerned entities.

Industry Reaction To Clarification

Tonet Quiogue, chief executive of Arden Consult, said her firm had been getting the same questions from suppliers and operators alike. She said B2B clients wanted to know whether they could keep servicing operators while their applications were still under review, while operator clients wanted to know whether they would face penalties for working with suppliers that had not yet been accredited.

Quiogue said the memo resolves both issues. She also said the guidance rewards companies that moved early, naming Light & Wonder and GLI as examples of providers that submitted applications from the start and treated the process seriously, while others waited to see how it would develop.

She added that the last two weeks have seen a noticeable increase in B2B providers coming forward to begin applications. In her view, that reflects a growing acceptance of the rules, with operators now also pushing their suppliers to comply. According to Quiogue, GSAs are becoming more conservative in how they manage supply chains and are even refusing to enter new agreements until providers can show proof of compliance.

Compliance Now Cuts Both Ways

Quiogue said PAGCOR is not only regulating suppliers but also warning GSAs that they could face sanctions if they work with non-compliant B2B providers. She said operators now have their own incentive to check the accreditation status of each partner in their supply chain.

That, she said, makes the framework a two-sided compliance system that will reshape how commercial relationships are managed going forward. Providers that file on time but still fail to meet expected compliance requirements could face the same result as those that miss the deadline entirely, with their platforms, systems, and games also decommissioned.

Wider Regulatory Push

PAGCOR first released details of its new regulatory framework last year and has since introduced a series of measures intended to tighten oversight while giving compliant players in the market a clearer path. Those measures include the Minimum Guaranteed Fee for licensed operators, an Accreditation Framework for Data Streaming Providers for Philippines-based live-dealer studios, and recently, a cap on player rebate and cashback programs aimed at leveling the playing field.
