Coljuegos Updates Instant Win Game Rules and Opens Door to Crash and Mines Games

Coljuegos has released Agreement 01 of 2026. It introduces drastic amendments to the definition of “Instant Win Games” for Colombia’s online gambling industry. The amendments have lifted several limitations set back in 2023. The move can be seen as a step toward further development of Colombia’s online gaming market.

According to the earlier Agreement 06 of 2023, the definition of instant win games implied that the game could be regarded as a counterparty game where the user needs to guess the number, letter, image, or combination that corresponds to the results formed by a random number generator.

In turn, what made the regulation particularly strict was the fact that only three games could be played: Aviator, Lucky Super 6, and Cops and Robbers. The provision also stated that “other instant game modalities not contemplated in this paragraph were considered unauthorized.”

Thus, the regulated online market of the country has been offering a quite small range of approved games, while any attempts of international suppliers to join the market were hampered by regulatory limitations.

Definition of Instant Win Games Expanded

Under the provisions of the new Agreement 01 published on May 7, 2026, instant win games are described as those where no drawing or sequence of events determines the winning prize.

The new regulation establishes that these games are based on three core elements:

• A Random Number Generator (RNG) is involved either in determining the outcome or in the development of the game itself.
• A previously established prize structure or one defined through fixed or progressive multipliers.
• Player interaction during the gaming session to decide when to cash out or to execute actions aimed at obtaining a prize.

As compared with the previous legislation, there appear to be some new aspects related to the regulation of instant win games, such as the role of the random number generator in developing the game, fixed and progressive multipliers, and active player interaction during playing the game.

New Types of Games Allowed in Colombia

The expansion of the instant win games definition is expected to make room for several types of games that are well-known and widely popular in the world’s regulated markets. Experts believe that thanks to the expanded regulation, the games based on Crash, Mines, Tower, Pick, Reveal, and other instant-interaction mechanics could become a reality.

The update could become of particular interest for international companies looking to enter Colombia’s online regulated gaming industry. Instead of focusing on the explicitly listed types of games, the regulator seems to follow the technology-neutral approach to instant-win game classification.

Excluded Gaming Mechanics in Colombia

While broadening the definition of instant win games, Coljuegos has still excluded from its scope some of the games that might be included.

The agreement states that such categories as permanent bets or Chance games, traditional lotteries, ticket lotteries, scratch cards, pre-printed lotto, online lotto, Super Astro, Keno, and similar lottery products that are regulated by other competent authorities cannot be regarded as instant win games.

Moreover, those gaming mechanics that do not meet the aforementioned criteria could also stay out of the regulated category of games.

Consultations Before the Final Text Adoption

Prior to agreeing on the new document, Coljuegos held several working sessions with representatives of the Information Technology office of the regulator, gaming suppliers, and certification laboratories.

The draft was published from February 27 to March 6 for public consultation. Afterwards, the text of the amendment was reviewed and discussed at three regular meetings and one extraordinary meeting of the Board of Directors of Coljuegos.

This is one of the most crucial updates in the recent history of Colombian online gaming legislation.
