Singapore Casino Visits by Locals Fall 3.2% in 2025

The number of Singapore citizens and permanent residents visiting the casinos in the city-state fell by 3.2% in 2025, making it the third year in a row of decline post-COVID. Statistics are available in the Gambling Regulatory Authority’s 2025-26 annual report.

In 2025, roughly 91,000 adult citizens and permanent residents of Singapore gambled at local casinos. These numbers account for 2.7% of the total population of adults in Singapore, compared to 94,000 gamblers or 2.8% of adults in 2024.

There are two casino firms that run business in Singapore: The Marina Bay Sands (a unit of Las Vegas Sands Corp.) and Resorts World Sentosa (Genting Singapore Ltd.). The latest data covered local visits to both casino properties.

Local Casino Visits Continue Decline

The 2025 total extended a falling trend, which started following an increase in local casino visitation due to the pandemic. From a figure of 79,000 in 2020, the number increased to 96,000 in 2021 and 104,000 in 2022.

Since then, the figure has fallen over three consecutive years. According to the GRA, for 2025, there were a total of 91,000 domestic casino customers.

The number of casino entry-levy permits remained steady at 6,700 in 2024 and 2025. The report did not provide a detailed breakdown of visits by permit type or by casino property.

GRA chairman Hoong Wee Teck said the local casino visitor data was one indicator of the regulator’s work to protect the public interest. He said the figures reflect the authority’s focus on effective regulation and cooperation with other stakeholders.

The GRA also reported that casino-related crime remained low in Singapore during 2025. No further figures for casino-related offenses were provided in the annual report.

Entry Levies Have Increased

Singapore raised casino entry levies for citizens and permanent residents in April 2019. The changes were introduced at the same time as the government extended the casino duopoly until 2030.

The government described the higher fees as part of its policy to reduce the social impact of problem gambling. The 24-hour casino entry levy for locals increased from SGD100 to SGD150.

The annual entry pass rose from SGD2,000 to SGD3,000. Previous data from the GRA indicated a decline in local gamblers to 107,000 in 2019 from 127,000 in 2018.

This number dropped even more to 79,000 in 2020 amid the initial wave of COVID-19.  Local visits then rose in 2021 and 2022 before declining again in the next 3 years.

The latest GRA report showed that 91,000 local adults visited Singapore casinos in 2025. This was lower than the 2024 figure and represented a smaller share of the adult population.

Gambling Licenses Renewed

The GRA extended the Marina Bay Sands’ license in 2025 for 3 years, which is the maximum number of years provided by the Casino Control Act. The sole legal lottery and sports betting firm in the country, Singapore Pools, also got its license renewed in the same year.

The Resorts World Sentosa got its 2-year casino license extension in November 2024. The GRA said the renewal period was based on its assessment of the operator’s tourism efforts.

GRA chief executive Daniel Tan said gambling activities in Singapore are regulated under firm and effective standards. He said the license renewals followed the regulator’s assessment that the operators continued to meet required regulatory standards.

The annual report linked the renewal decisions to the GRA’s broader regulatory work. It also reported that local casino visitation fell again in 2025 while the number of annual entry-levy permit holders stayed unchanged.
