Macau VIP Gaming Sentiment May Face Pressure From China Capital Rules
CreditSights Inc. said tighter regulatory scrutiny could continue to affect sentiment in Macau’s VIP gaming segment, even if the direct impact on casino gross gaming revenue remains limited. The credit and market research provider said Chinese capital-control measures may have influenced high-roller activity during August.

In a Monday memo, CreditSights analysts Nicholas Chen and David Bussey said Macau’s existing gambling funding channels are already subject to strict controls. Because of this, they said additional scrutiny would likely have a secondary effect rather than cause a direct decline in gross gaming revenue, or GGR.
The analysts pointed to Chinese rules on outbound investment by individuals, which took effect in July and cover investments in Hong Kong and Macau. They said the measures may have weakened punter sentiment in August, particularly among VIP customers.
August GGR Falls Below Expectations
Macau casino GGR reached just over MOP21.89 billion, or US$2.71 billion, in August. The figure represented a 1.2% decline from the same month last year, based on data from the Gaming Inspection and Coordination Bureau.
The August result also fell slightly below market expectations. The consensus forecast had estimated a 1% year-on-year gain in GGR for the month.
CreditSights said the result came despite an increase in visitor arrivals. The institution noted that August arrivals grew by around 6% from a year earlier to a record for the month.
In August, Macau welcomed about 4.5 million tourists, which is 123.6% of the number of tourists that came to Macau in August 2019, before the coronavirus outbreak. However, tourist arrivals from other countries, Hong Kong, and Taiwan have dropped.
The analysts noted that visitor numbers do not always directly reflect casino GGR because not all visitors gamble. The composition of visitors and the amount spent by those who gamble can affect overall revenue.
Spending Per Visitor Declines
CreditSights calculated that GGR per visitor fell by 7% year-on-year to MOP4,888 in August. The calculation was based on dividing the month’s total casino GGR by the number of visitors recorded.

According to the analysts, the result could indicate that fewer visitors went to casinos or that a smaller share of gamblers came from higher-spending customer groups. The figure may also reflect changes in the overall visitor mix.
On a month-on-month basis, GGR per visitor was down 14.5% from MOP5,720 in July. CreditSights said it continues to see a difficult path for gaming spending per person to recover meaningfully.
The research firm noted that GGR per visitor is only a proxy for gambling spending. Macau does not publish a separate official figure showing gaming expenditure for each casino gambler.
The figures highlight that a record number of visitor arrivals does not necessarily translate into higher gaming revenue. While the overall August visitor count rose, casino GGR and estimated GGR per visitor both declined.
Concerts Could Support Demand
Despite the August decline, CreditSights said a schedule of high-profile concerts at Macau gaming resorts during the remaining months of the 2nd half could support demand.
The analysts named ITZY, Donghae of Super Junior, Canadian artist Henry Lau, and South Korean girl group i-dle among the performers scheduled to appear in Macau. The concerts are expected to draw visitors to casino resort properties.
For the first 8 months of 2026, Macau casino GGR was still 4% higher than the same period last year. CreditSights said the average monthly GGR remains above the pace needed to reach the Macau government’s 2026 target of MOP236 billion.
By August, 72% of the annual target had already been achieved. CreditSights said capital-control measures may continue to weigh on VIP sentiment, while entertainment events across Macau resorts could help support demand in the months ahead.
