Police in Hung Yen province have uncovered an online gambling network operating through the Net.win website, with more than VND1 trillion, or US$38.61 million, processed through bank accounts linked to the system. Authorities are continuing their investigation to determine who operated the network and how the funds moved through its accounts.

The case came to light after police received a complaint involving a resident of Tien Tien Commune identified as N. V. M. Investigators said M. had opened an account on the Net.win platform in early 2025 to take part in online gambling games.

The website allowed users to deposit money through bank accounts supplied by the system. Their deposits were converted into points, with VND1,000 equal to 1,000 points. Any winnings could later be changed back into cash through the same arrangement.

Bank Records Show Large Transactions

According to police records, M. made 165 deposits from Feb. 8 to Oct. 16, 2025. The deposits totalled nearly VND2 billion and were sent to 13 bank accounts connected to Net.win.

As police examined the transactions further, they found that the gambling system relied on 13 accounts across different banks. The accounts were used to receive and transfer money involving players on the website.

The overall value of transactions processed through those accounts exceeded VND1 trillion. This amount represents more than US$38.61 million in activity linked to the Net.win system.

The investigation has focused not only on the gambling activities of users but also on the bank accounts that helped the network receive and move funds. Authorities are working to establish how the accounts were managed and the specific roles of the people connected to the operation.

Accounts Allegedly Opened Through Others

Investigators said those suspected of operating the gambling network allegedly hired other individuals to open bank accounts using their own names. The account holders were reportedly paid monthly fees for allowing the accounts to be used.

Police said these individuals were also instructed to complete facial scans and other biometric verification procedures when money transfers were required. The use of accounts opened under other people’s identities formed part of the system’s method for handling transactions.

Authorities have identified 16 people who were allegedly involved in online gambling. The individuals were identified after police reviewed transactions valued at VND5 million or more between players and the Net.win platform.

Some of the people identified in the investigation reportedly lost several million dong through gambling. Others lost amounts reaching hundreds of millions of dong, according to police.

Investigation Remains Underway

Police are continuing to investigate the network to identify the individuals who allegedly managed the system. The inquiry will also examine how Net.win operated, how its financial arrangements were carried out, and how money was transferred through the linked bank accounts.

Authorities have warned the public against joining online gambling or betting activities. They also cautioned people not to rent, lend, buy, or sell bank accounts to others.

Police further warned against carrying out facial scans or biometric authentication on another person’s behalf. Such actions can support criminal operations and may expose people involved to legal liability.

The case remains under investigation as police continue reviewing the transactions and identifying those connected to the Net.win gambling network.
