The renewed permit takes effect on 1 October 2026 and allows the state-owned operator to continue offering online gambling services until at least 2031. The decision signals continued regulatory confidence in Holland Casino’s compliance with Dutch licensing standards, even as the business faces mounting financial pressure from higher gambling taxes.
The licence renewal arrives at a difficult moment for the operator. While securing regulatory approval removes uncertainty over its market access, profitability has become a separate challenge.
Tax increases continue to weigh on the business
Earlier this year, the Netherlands completed its planned increase in gambling taxation, lifting the rate to 37.8% of gross gaming revenue after an earlier rise to 34.2% in January 2025.
Holland Casino has repeatedly warned that the higher tax burden is eroding earnings. When the first increase took effect, the operator reported that it had added €13.5 million in costs during the first half of 2025 alone, arguing that the new fiscal policy would have a lasting impact on future profits.

The Dutch government approved the tax changes with the expectation of generating roughly €200 million in additional annual revenue between 2025 and 2028. At the same time, officials indicated they would continue discussions with Holland Casino after deciding against privatising the state-owned business.
Regulation still competing with the black market
Alongside the licence extension, Holland Casino continues to frame channelisation as one of the biggest tests facing the Dutch gambling sector. The operator maintains that a regulated market must remain commercially viable if licensed companies are expected to compete with illegal websites that operate outside Dutch oversight and consumer protection rules.
That debate has become more prominent in recent months as the Dutch Gambling Authority steps up enforcement of stricter advertising rules. The regulator has already examined allegations involving licensed operators BetCity and TOTO Winkel over the country’s restrictions on the use of role models in gambling marketing, following the introduction of a near-total advertising ban in June.
For Holland Casino, the renewed licence secures its place in the regulated market for the next five years. Whether that market remains commercially sustainable under the current tax regime is likely to remain an equally important question.
