Chile Launches Responsible iGaming Association to Support Online Gambling Regulation

The new organization, the Responsible iGaming Association (AGR), was launched by the top online gambling operators to primarily help the regulatory framework of the Chilean online gambling industry.

At a crucial time for the Chilean industry, the country has yet to establish a legal framework specialized in online gambling. At the same time, bills to create a licensing process and stop “freeloaders” are making their way through the Senate.

AGR Seeks Collaboration with Authorities and Industry

AGR’s objective is to collaborate closely with the government authorities and other industry players in the development of the regulatory framework that will formalise this activity, already regulated in several other Latin American markets, and which has been carried on in Chile for years.

Attorney Sandra Kemp has been appointed as the association’s president. Empathy and dedication are the hallmarks of a group that includes Betano, Juegalo, Novibet, Betsala and Estelarbet, all of which will be part of the founding members of the National Professional Football Association of Chile (ANFP). AGR also intends to continue to work with other industry associations such as AgruGaming and the Online Betting Platforms Association (APAL) to play its part in the ongoing regulatory debate.

Clear Rules Remain the Industry’s Main Objective

Kemp told Diario Financiero in an interview that the formation of AGR was an industry imperative for a clear and transparent regulatory framework that provides for licensed operators to operate on the basis of clear and enforceable rules.

Kemp said AGR was designed to illustrate that operators are willing to meet rigorous standards and are willing to be well-supervised and to cooperate with authorities in order to create a sustainable and regulated market.

She also pointed out that one of the association’s main tasks is to ensure that the industry is regulated clearly, which will improve consumer protection, increase tax revenues for the government, and open new opportunities for the industry’s development.

Industry Calls for Faster Legislative Progress

In August 2025, the bill to create an online gambling licensing system was approved in principle, but it is still being reviewed in the Chilean Senate, where it must pass its second constitutional reading before going to a final vote.

AGR believes the legislative process should move forward more quickly to establish a system that combines regulatory oversight, consumer protection, and legal certainty for operators. According to Kemp, “Online betting is already a reality in Chile. The absence of regulation—or its prohibition—does not eliminate the activity; it shifts it toward operators that are not subject to standards, supervision, or accountability.”

In addition to regulatory goals, AGR also emphasized the market’s economic opportunities. A regulated online gambling market in Chile could generate revenues of about USD 625 million in gross gaming revenue over the initial two to three years, and eventually reach USD 1.445 million by 2030, potentially enabling more tax revenues and a better fight against illegal gambling.
