LOTBA and Santa Fe Lottery Receive Cibelae Certification for Anti-Money Laundering Standards

The Lottery of the City of Buenos Aires (LOTBA) and the Social Assistance Fund of the Santa Fe Lottery have achieved Level 1 in the Technical Standard for the Prevention of Money Laundering and Terrorism Financing (PLA/FT), a recognition delivered by the Ibero-American Corporation of State Lotteries and Betting (Cibelae).

During the II Ibero-American Lottery Marketing Seminar, which took place between May 31 and June 2 in Buenos Aires, the award was received by LOTBA President Jesús Mariano Acevedo and Santa Fe Lottery President Daniel Di Lena.

As mentioned by Cibelae, the Level 1 in the PLA/FT Technical Standard is a useful tool for state operators, as this certificate proves that the institution in question has committed itself to preventing money laundering and terrorism financing.

The distinction is awarded after a comprehensive evaluation process that takes into account the documentation related to policies, procedures, control systems, and measures established in compliance with the highest officials of the entity.

Regional Standards and Institutional Transparency

During the ceremony, Carolina Galtieri, a member of Cibelae’s PLA/FT Technical Commission, coordinator of the team that developed the standard, took the stage.

According to the statement provided by the organization, “by obtaining this validation, both LOTBA and the Santa Fe Lottery show how strong the administrative structure of these entities is and their willingness to comply with international standards for ensuring transparency in the state gaming and betting segment.”

Following the latest certification, seven organizations belonging to the Latin American region can be considered Level 1 under the PLA/FT Technical Standard. These are Lottopar and CAIXA Loterias from Brazil, the Lottery of Concepción from Chile, the Institute of Financial Assistance for Social Action (IAFAS) from Entre Ríos in Argentina, and the National Charity Lottery from El Salvador.

LOTBA Increases Efforts Against Illegal Gaming

In the past few months, LOTBA has increased its efforts to promote responsible gaming and fight against illegal gaming and betting in Argentina.

One of its initiatives is the “Talking is Winning” campaign, which aims to educate the youth on illegal gambling through communication. The audience of the campaign is targeted at children, teenagers, and families in particular.

Also worth noting, LOTBA helped to initiate the blockage of Polymarket in Argentina on its websites and mobile applications. After a joint investigation, LOTBA and the Specialized Prosecutor’s Office for Gambling decided to implement restrictions against the unauthorized prediction market platform. It should be noted that Argentina was the first country in Latin America to take these steps.

Moreover, LOTBA launched “Hack the Hook”, an educational laboratory presented during CyberCity 2026. As part of the initiative, the organization aimed to teach families and teachers, as well as all internet users, on ways in which illegal betting websites entice users.

Education of Influencers Promoting Illegal Gambling Websites

LOTBA also implemented educational programs in relation to the promotion of illegal gambling on the internet. With the involvement of the Specialized Prosecutor’s Office for Gambling, more than 40 influencers underwent training.

The purpose of the initiative was not only to teach the participants about the risks of illegal betting but to protect minors from these environments. The events organized were part of the judicial agreements of a preventive and educational nature.

The organization also signed a collaboration agreement with the Buenos Aires Council of Magistrates for the creation of a prevention guide on online betting. The document contains recommendations, information on assistance, and digital protection for parents, teachers, and students.

Moreover, LOTBA organized training sessions for people charged with illegal gambling-related offenses. In cooperation with Buenos Aires judicial authorities, LOTBA educated the people concerned on the consequences of this activity as well as on protective measures in the framework of the regulated market.
