Loterj Strengthens Integration Between Regulation and Public Policy in Brazil’s Gaming Sector
The Loteria do Estado do Rio de Janeiro (Loterj) pointed out that the regulation of the game is changing from being merely a source of income to being an instrument of public policy and even social protection. According to the regulator, the institution is trying to integrate the work related to the regulation of the gambling sector with the general interests of the community by paying more attention to issues such as responsible gambling and consumer rights protection.

Loterj sees the implementation of this approach as an opportunity to balance economic growth, compliance with regulations, and social aspects of the gaming industry by improving the structure of this sector.
The Elimination of Illegal Gambling Becomes a Priority
One of the priorities in the context of this plan is the eradication of illegal gambling in Rio de Janeiro. In the opinion of the president of Loterj Fabíola Esteves, to solve this problem, collaboration between regulators and other institutions is needed.
“State lotteries may help create a regulated and controlled environment, but fighting illicit gambling will depend on the coordinated actions of the states, federal government, judiciary, police forces, financial system, digital platforms, and consumer protection agencies“, says Esteves.
For Loterj, it means that collaboration will allow for reducing the level of illegality and increasing the safety of the Brazilian gaming market.

The regulator set another important goal for the future, positioning Rio de Janeiro as a place where gambling and other types of entertainment could take place.

The official statement suggests that, to achieve it, an effective gaming environment will need to be created based on a clear set of rules and efficient supervision. As Loterj, the VLT framework of Rio de Janeiro was developed according to the international standards of such frameworks.
The regulator emphasizes the potential of such an approach since efficient and well-organized systems can promote tourism and other types of economic activity in the state. At the same time, the growth of the sector must be ensured by the guarantees that the market will develop responsibly.
More Focus Is Given to Regulatory Intelligence and Responsible Gambling
Such issues as responsible gambling and consumer protection have become priority ones for the next stage of regulating this sector in Rio de Janeiro. Other priorities of the regulator are related to the improvement of the regulatory intelligence, stricter control through audits, real-time monitoring systems, anti-money laundering policies, data protection, etc.
As the agency notes, its work has already influenced the general discussion about the regulation of gaming sectors in Brazil, as it was the first to introduce the idea of state-level gambling regulation which successfully integrates the process into the federal framework.
