Russia Introduces Voluntary Gambling Ban Through State Services Portal

From September 1, Russians have a new way to cut themselves off from the country’s legal gambling industry. Anyone who decides they no longer wants access to betting shops, casinos or online bookmakers can place their name on a government-backed exclusion register — and stay there for at least a year.

The restriction cannot simply be reversed a few weeks later.

The system is part of a broader tightening of gambling rules that took effect at the start of September. Licensed operators now face new requirements on addiction warnings, authorities are moving to block illegal gambling websites more quickly, and people diagnosed with pathological gambling behavior can receive medical treatment through the public healthcare system.

The voluntary ban can be requested through Russia’s Gosuslugi state services portal or at a multifunctional government services center. Once an application is processed, the individual is entered into a register maintained by the Unified Gambling Regulator.

Access to that database is restricted. Licensed gambling companies, the centralized system responsible for processing betting transactions and relevant government authorities can use it to determine whether a customer is prohibited from gambling.

A decision that cannot be quickly reversed

For those who sign up, the consequences go well beyond closing an online account.

Licensed bookmakers cannot accept their bets. Casinos and slot-machine halls cannot issue them gaming chips or allow them onto gambling premises. Access to online betting accounts is also blocked, and operators are prohibited from sending gambling advertisements to people on the register.

The minimum exclusion period is 12 months. Russian law does not provide an option for someone to withdraw the application early.

That provision is central to the design of the system. A person who imposes the restriction during a period when they are determined to stop gambling cannot immediately reverse the decision when the urge to bet returns.

There are also rules covering wagers placed before the restriction takes effect. Within five working days of receiving updated registry information, operators must cancel bets on events that have not yet occurred and return the full amount wagered. If the relevant event took place before the registry was updated, any winnings owed to the customer must still be paid.

Operators that ignore the restriction face financial penalties. Officials responsible for accepting a prohibited bet can be fined between 30,000 and 50,000 rubles, while companies face penalties ranging from 300,000 to 500,000 rubles.

Bookmakers are also being required to make the exclusion mechanism visible to customers. Their websites must provide information about entering and leaving the register as well as access to the relevant section of Gosuslugi. Physical betting locations are expected to display QR codes that can be used to begin the application process.

The system stops at the edge of the legal market

There is an important weakness built into the arrangement: the register governs licensed gambling businesses. Illegal operators have little reason to respect it.

Russia permits conventional casino gambling only within designated gambling zones. Such zones operate in the Altai and Primorsky regions, Kaliningrad and Sochi. A planned gambling zone in Crimea has yet to open, while legislation establishing another zone in the Altai Republic was signed in May 2026.

Bookmakers and totalizators can operate outside those areas if they hold the required Federal Tax Service license. Industry service Rating of Bookmakers counted 16 legal betting companies operating in Russia.

The illegal online market remains substantial.

Data from analytics platform Blask put unlicensed operators at roughly 40% of Russian user demand in June 2026. That was down from 47% in January. Over the same period, licensed bookmakers increased their share from 52.8% to 60%, with the June figure for illegal operators reported as their lowest since 2018.

That divide matters for the new self-exclusion system.

A person blocked from a licensed Russian bookmaker may still be able to seek out offshore or illegal gambling sites. Other potential workarounds include VPN services, accounts belonging to other people and the use of relatives’ personal information.

There is also a less comfortable possibility for regulators: some people excluded from the legal market could simply migrate to operators outside it.

Legal specialists cited by ComNews therefore view self-exclusion primarily as another tool for people actively trying to control compulsive gambling, rather than a mechanism capable of suppressing illegal gambling on its own. Tackling that market requires a different set of measures, including website blocking, payment restrictions and action against advertising and customer-acquisition channels.

A survey conducted by Russia’s Center for Combating Gambling Addiction illustrates the difficulty. Fifty-seven percent of respondents indicated that they would try to find a way around a voluntary gambling restriction if they felt the need to play.

Gambling warnings get harder to ignore

Self-exclusion is only one part of the rules introduced on September 1.

Bookmakers and totalizators must now display prominent warnings about the risks associated with gambling. On their main webpages, notices must explain that gambling does not guarantee a profit and can result in financial losses and addiction.

The warning cannot be buried in small print. It must occupy at least 7% of the visible area of the homepage.

Gambling advertisements are subject to similar requirements, including warnings about possible financial losses and dependency.

How much difference such notices will make for people who are already compulsive gamblers is less certain. Someone who repeatedly uses a betting platform may quickly learn to ignore a static warning. The messages could have more influence on new or occasional gamblers who have not yet developed established betting habits.

Betting sites must point customers toward savings

The rules also introduce an unusual piece of financial guidance.

Gambling operators must provide access to information about saving and investing spare money, directing users toward material on long-term savings programs published through Russia’s My Finance financial literacy platform. QR codes providing similar access are required at physical gambling locations.

The result is an unusual juxtaposition. A customer arriving to wager money is simultaneously being directed toward information about putting those funds into long-term savings instead.

Whether that intervention will materially change gambling behavior is another question. Its inclusion nevertheless shows that the new regulatory approach is moving beyond simply controlling operators and toward influencing how customers think about the money they are risking.

Free treatment added to the regulatory push

The government is also changing how gambling addiction is treated within the healthcare system.

A Health Ministry order effective from September 1 provides free psychiatric and addiction-related medical assistance for people suffering from pathological gambling behavior.

Authorities have shortened the process for blocking websites used to organize illegal gambling as well. The procedure is expected to take two days rather than the previous five.

The combination of treatment, self-exclusion and faster enforcement reflects a broader effort to contain gambling-related harm without dismantling the legal industry.

Russia keeps the legal market while tightening controls

Russia is maintaining a regulated gambling sector in which customers can be identified, transactions monitored and operators taxed, while adding barriers intended to protect people vulnerable to addiction.

There is an economic dimension to that approach. A regulated gambling sector generates taxable activity and remains within the reach of state supervision. A blanket prohibition carries the risk of pushing existing demand toward underground operators. From 2026, Russia’s gambling tax has also been moved to the federal level.

The self-exclusion register fits into that model as a personal barrier rather than a comprehensive technological lock.

For a licensed bookmaker, a customer appearing on the register means the betting must stop. For an illegal gambling website, the same entry has no practical force.

That leaves the system with a difficult test. Signing up through Gosuslugi may be straightforward; keeping people who have chosen to stop gambling away from an illegal market that does not recognize the restriction will be considerably harder.
