Greece Gambling Revenues Rise 6% in 2025, Online Share Hits 38.8%
The Hellenic Gaming Commission (EEEP) released its annual report on Tuesday, confirming that gambling revenues in Greece grew moderately in 2025.

Overall gross gaming revenue grew by 6% compared to the previous year, with remote gambling accounting for 38.8% of the total, supported by 24 licensed online operators and several more applicants moving through the licensing process.
The Commission also reported supervisory income of €23 million, funded entirely through statutory sources. Public revenues from gambling, including taxes, levies, and licence fees, rose to €1.17 billion, marking an 11.2% increase from the previous year.
Alongside these figures, EEEP noted that regulatory and technical measures were strengthened during 2025 to ensure tighter oversight of the industry.
Online betting operators remain largest contributor to gambling revenues
The latest figures from EEEP show that online operators carried the biggest weight in public gambling revenues during 2025.
They brought in €736.94 million, which made up 63.1% of all receipts collected from the sector. This contribution came mainly from fixed‑odds betting, covering both real and virtual events, which accounted for 40.3% of online GGR.
Other products such as live casino, poker, and slots filled out the remaining 59.7%, showing the variety of activity across licensed platforms.
OPAP followed as the second largest contributor, adding €326.66 million, equal to 27.95% of public revenues. The company reported record gross gaming revenue in its own financial year ending December 2025, driven by a 16.9% rise in iGaming as it continued its integration with Allwyn.
Casinos added €61.76 million, representing 5.28% of the total, while Greek State Lotteries contributed €42.60 million, or 3.65%. Overall, remote gambling represented 38.79% of total GGR in 2025.
KINO brings in €711.3 million as land-based gambling continues to dominate Greek market
In 2025, Greece’s land‑based gambling sector generated €1.88 billion, and number games led the way. KINO alone produced €711.3 million, which represented 37.8% of all land‑based gross gaming revenue. Sports betting followed, bringing in €414.2 million and accounting for 22% of the total.
Horse racing remained the smallest contributor, producing just €6.4 million and representing 0.3% of land‑based GGR.
Meanwhile, video Lottery Terminals played a major role, contributing €365.9 million, or 19.5% of land‑based receipts. Casinos added €268.6 million, equal to 14.3% of the segment, while state lotteries generated €114.6 million, or 6.1%.
Over 3,000 blocked domains in 2025
The Hellenic Gaming Commission stepped up its enforcement drive in 2025, targeting illegal gambling activity with a series of blacklist updates.
Six separate rounds of action expanded the list of blocked domains from 9,590 in 2024 to 12,642 by the end of the year. Alongside these measures, the regulator received 586 whistleblower reports, adding further pressure on unlicensed operators.
The government estimated that illegal gambling drained around €400 million from state revenues last year. To strengthen oversight, the Commission launched the first phase of a central player registry.
Seven licence holders connected to the system during 2025, allowing unique player identification across multiple platforms in preparation for a unified self‑exclusion system. The regulator also processed 57 indefinite self‑exclusion requests, with data showing that 84% of applicants were male and 63% were aged 35 or younger.
