DA Received R43 Million From Betway-Linked Billionaire as Online Gambling Debate Intensifies

South Africa’s Democratic Alliance (DA) accepted R43 million in donations over five years from online gambling billionaire Martin Moshal, according to political funding disclosures published by the Electoral Commission (IEC). The funding has drawn renewed attention because it coincided with the party’s push to legalise online gambling.

IEC records, disclosed under the Political Funding Act, show Moshal made four donations to the DA. They included two contributions of R15 million in 2021 and 2022, alongside payments of R8 million and R5 million. At the time, R15 million was the maximum amount a single individual could legally donate to a political party in a year.

The timing has become a point of scrutiny. In September 2022, DA MP Dean Macpherson introduced legislation aimed at ending South Africa’s long-standing prohibition on online gambling. The proposal argued that the existing ban was ineffective, encouraged illegal activity, and deprived the country of tax revenue and employment opportunities. It also suggested provincial regulators, rather than the National Gambling Board, should oversee online gambling licences.

Betway Links Add Another Layer

Moshal is widely regarded as one of the key financial beneficiaries behind Betway’s international business, including its South African operations.

Betway South Africa operates through Raging River Trading, a company licensed by the Western Cape Gambling and Racing Board. The Western Cape remains the only province governed by the DA, adding another political dimension to the debate, although the available information does not suggest any regulatory wrongdoing.

South Africa’s online gambling market remains legally contested. The National Gambling Board maintains that interactive online casino gambling is prohibited, while licensed bookmakers are permitted to offer online sports betting.

In practice, operators including Betway and Hollywoodbets provide casino-style games under bookmaker licences, arguing that customers are betting on game outcomes rather than participating in traditional online casino gambling. That interpretation has become one of the central disputes in the country’s gambling regulatory framework.

Party Declines to Clarify Position

Newsday reported that the DA declined to answer questions about its political donations or its current position on online gambling restrictions.

The publication also asked whether the party supported an outright ban on online gambling or whether it backed the National Gambling Board’s position that online casino games should remain illegal. No response was provided.

The silence comes as concern over online betting continues to grow across South Africa.

Digital platforms now account for more than 85% of the country’s betting gross gambling revenue, contributing to an industry turnover estimated at roughly R1.5 trillion. Business leaders have increasingly linked the rapid expansion of online gambling to financial hardship among consumers.

Executives from major South African companies have warned that households are diverting money from essential expenses toward gambling. Banking leaders have pointed to rising debt risks among frequent gamblers, while retailers have argued that gambling advertising is worsening financial pressure on lower-income families.

Responsible gambling advocates and economic commentators have also warned that widespread online betting is deepening addiction and placing additional strain on vulnerable households, making the political debate over gambling regulation increasingly difficult to separate from its broader social consequences.
