GGL Approves Higher €5 Stake for Online Slots in Germany

Germany has raised the maximum stake for licensed online slot machines, marking the first adjustment since the market was formally regulated.

The new limits took effect on 1 July 2026 and replace the flat €1 cap with a tiered system that varies depending on age and gambling history. 

Players under 21 will continue to face the €1 maximum per spin. For those aged 21 and above, the ceiling rises to €3. A further increase applies to adults who show no signs of harmful gambling behaviour over a 90‑day review period, allowing them to wager up to €5 per spin. 

The Joint Gambling Authority of the Federal States (GGL) has now used its powers for the first time since the Interstate Treaty on Gambling.

Major operators happy with change

The increase to a €5 stake limit drew praise from licensed operators in Germany. Entain, which runs the bwin brand, described the move as a welcome shift. 

Simon Priglinger‑Simader, senior regulatory affairs manager for DACH at Entain and vice president of the German Online Casino Association (DOCV), said: “We expressly welcome the decision of the Joint Gambling Authority of the German states. It sends a positive signal for the regulated gambling market in Germany.”

He noted that the federal states had shown they were willing to review how rules work in practice and adjust them when needed. “This includes, in particular, channelling players into legal and state‑supervised offerings,” he explained. 

Germany’s gambling rules have long been among the toughest in Europe, with strict stake limits, spin delays, and centralised controls. The new increase is seen as part of a broader effort to improve channelisation, encouraging players to stay with licensed operators rather than turn to offshore sites. 

Priglinger‑Simader warned that overly tight restrictions had already pushed many gamblers toward the black market, “Experience from recent years has shown that overly restrictive regulations lead players to resort to unregulated black market offerings, where neither German player protection standards nor official controls apply.”

He added that more changes may still be needed, but expressed hope that the new stake limit would help bring players back into the regulated system, “We hope that this decision will encourage more players to return to the regulated market.”
