Germany’s gambling regulator is heading into one of its most consequential periods since the market was overhauled in 2021, with a new chair assuming leadership just as policymakers prepare to examine whether the country’s current rules are working as intended.

Christian Hochgrebe formally took over as chairman of the Administrative Board of the Joint Gambling Authority of the Federal States (GGL) on 1 July, replacing Sandro Kirchner under the annual rotation system that reflects Germany’s state-led approach to gambling oversight.

Unlike many European jurisdictions where gambling policy is directed nationally, Germany’s framework remains anchored in the powers of the Länder. The GGL’s leadership changes hands each year among state representatives, a structure designed to preserve political balance and maintain influence across regional governments.

Hochgrebe arrives at a pivotal moment. The GGL is preparing for the first mandatory evaluation of the Interstate Treaty on Gambling, known as GlüStV 2021, which created the modern regulatory regime governing online gambling in Germany.

The assessment will mark the first broad examination of the treaty since its introduction five years ago and is expected to focus heavily on advertising standards, deposit controls, consumer safeguards and the wider effectiveness of responsible gambling measures.

Core Market Restrictions Set to Remain Untouched

Yet some of the market’s most debated restrictions appear unlikely to be reconsidered. Industry observers do not expect the review to reopen discussions around the €1 stake ceiling imposed on online slot games or other limitations that continue to shape Germany’s regulated online sector.

Kirchner leaves office after a year in which the regulator concentrated on reinforcing its institutional capacity. Staffing efforts were completed, supervisory tools expanded and digital capabilities strengthened as the authority sought to establish itself more firmly as a national enforcement body.

The past twelve months also saw a sharper approach to illegal gambling activity. Action against offshore operators increasingly targeted the infrastructure supporting unlicensed businesses, including payment providers and hosting services that facilitate access to prohibited offerings.

At the same time, adjustments were made within the licensed market. Regulators have attempted to make legal products more competitive in an effort to steer consumers away from unregulated alternatives, a long-standing challenge for Germany’s gambling system.

Those efforts have become increasingly important as questions persist over whether the current balance between consumer protection and market competitiveness can sustain channelisation towards licensed operators.

Political interest in the treaty’s future extends beyond the regulator itself. Members of the governing Christian Democratic Union have also signalled interest in scrutinising aspects of the framework, adding another layer of attention to a process already expected to draw significant industry interest across Europe.

For Hochgrebe, the coming year will involve more than overseeing the treaty review. Continued refinement of supervision standards for licensed operators and intensified efforts against illegal gambling networks have been identified as core priorities for the regulator.

GGL leadership maintains that the authority now operates from a position of greater stability than in previous years. Board member Ronald Benter has indicated that cooperation between the regulator and Germany’s federal states remains strong, positioning the organisation to navigate what is likely to become one of the most closely followed regulatory exercises in the European gambling sector.
