Indiana Regulators Delay NCAA Bid to Ban College Prop Bets

During a business meeting on Thursday, the Indiana Gaming Commission (IGC) spent more than an hour hearing opposing arguments. NCAA officials pressed for a ban, saying student‑athlete welfare should come first, while sportsbook operators warned about the black market risks.
In the end, commissioners unanimously agreed to table the proposal, leaving the issue unresolved until their next meeting in September.
NCAA highlights rising cases of harassment against athletes
When NCAA officials presented their case to Indiana regulators, they stressed that the issue went beyond betting integrity.
Tim Buckley, the NCAA’s Senior Vice President for External Affairs, explained that while the organization supports legalized sports betting and maintains strong ties with operators, casinos, and regulators, the growing problem of harassment cannot be ignored.
“The NCAA supports legalized sports betting,” Buckley said. “We have very good relationships with sportsbooks, operators, and casinos. We also have very good relationships with regulators such as yourselves.”
Buckley revealed that data collected from the NCAA’s 566,000 student‑athletes shows widespread harassment linked to gambling, with men’s basketball players facing the brunt of the abuse. He noted that betting‑related issues are increasingly affecting athletes’ daily lives, adding weight to the NCAA’s call for a ban on proposition bets tied to individual college players.
Major Indiana colleges in support of proposed ban
The NCAA’s push to restrict proposition bets on college athletes has found strong supporters among Indiana’s leading universities.
At Thursday’s meeting, the organization presented letters of support from Butler University, Indiana University, and Purdue University, all addressed to the IGC Executive Director Joe Hoage.
Each school made clear that the risks tied to individual player props outweigh any benefits of keeping them in the legal market.
Purdue University’s leadership spoke directly to the issue in its letter. “As administrators and coaches entrusted with the education, development, well-being, and success of Purdue University’s student-athletes, we write to express our strong support for prohibiting individual proposition bets on college student-athletes in Indiana sports betting markets,” wrote Michael A. Bobinski, Purdue’s Executive Vice President and Director of Intercollegiate Athletics.
Head football coach Barry Odom and men’s basketball coach Matt Painter also joined in and backed the ban. Painter shared that the rise of betting on college sports has resulted in athletes receiving death threats and other harassment.
Operators warn about black market risk
Sportsbook operators pushed back against the NCAA’s call for a ban, warning that such a move could create bigger problems than it solves.
The Sports Betting Alliance (SBA) told Indiana regulators that outlawing college player props would not stop the wagers from being placed. Instead, bettors would simply turn to offshore platforms where these markets are already available.
“However, banning prop bets does not eliminate the harm. It simply eliminates the visibility by driving bettors to unregulated markets where prop bets are already readily available. That deprives this commission of important data and insights critical to ensuring the integrity of the sports betting market here in the state,” SBA Counsel Scott Ward explained.
The Alliance argued that keeping prop bets within regulated sportsbooks allows for monitoring and detection of suspicious activity, while a ban would strip regulators of that oversight.
The Indiana Gaming Commission will now revisit the NCAA’s request on September 24, after student‑athletes return to campus and the football season is underway.
“We all agree, we want a safe and prosperous ecosystem. I don’t know yet how to do that, how to fairly balance compliance and commerce in this particular instance today,” said Lane during the meeting.
