Fake MGM Osaka Casino Sites Exploit Japan’s Biggest Gambling Project as Officials Issue Warning

Authorities in Osaka and the developers behind MGM Osaka have issued a public warning after discovering websites falsely presenting themselves as connected to the multibillion-dollar integrated resort project currently under construction. The operators behind the sites appear to be capitalizing on the growing public awareness surrounding the development, which is scheduled to open in 2030.
The warning came in a joint statement from Osaka Prefecture and the MGM Osaka development team, a partnership led by Orix Corporation and MGM Resorts International. Both parties stressed that MGM Osaka has no involvement with online casinos and does not advertise, promote, or operate internet gambling services.
What appears to have triggered the intervention is the emergence of multiple Japanese-language websites carrying names that closely resemble the Osaka project. Several domains incorporate combinations of words such as MGM, Osaka, Japan, casino, and Tokyo, creating the impression of an official connection.
The sites present themselves as established gaming platforms. They offer access to thousands of casino games, including slot machines and baccarat, while displaying branding designed to evoke the future resort. Some pages openly claim to represent MGM Osaka despite having no relationship with the project.
A closer look reveals another common feature. The websites are packed with gambling-themed images and promotional text that appear to have been generated using artificial intelligence. Their layouts, language, and visual style are remarkably similar, suggesting a coordinated effort rather than unrelated operators independently adopting the MGM Osaka name.
Illegal Gambling Wrapped in a Familiar Brand
The timing is notable.
Japan remains one of the strictest major gambling jurisdictions in the world. While the government approved integrated resorts as part of a broader tourism strategy, online casinos remain illegal. Japanese residents can face criminal penalties not only for operating gambling sites but also for accessing and wagering through overseas platforms.
Despite that legal reality, the websites claim to hold gambling licenses issued in Curaçao and advertise support for Japanese users. They promote betting in Japanese yen and various cryptocurrencies, including Bitcoin, Ethereum, and USDT. Some also claim to provide customer support in Japanese.
Officials fear that the use of MGM Osaka branding could mislead residents into believing the services are legitimate or somehow linked to Japan’s future casino industry.

Police in Osaka have warned that merely accessing the platforms from within Japan may violate gambling laws, while placing bets through them is clearly illegal.
Developers behind the integrated resort project have also accused the site operators of using the MGM Osaka name without authorization and emphasized that neither Osaka IR nor MGM Osaka has any connection to the platforms.
A Growing Battle Over Japan’s Casino Future
The appearance of the fake sites comes as Japan’s casino strategy continues to face political resistance.
The central government still hopes additional prefectures will eventually join Osaka in hosting integrated resorts. Yet enthusiasm among local governments has cooled considerably in recent years. Concerns about gambling addiction, crime, and social costs have made many regional leaders reluctant to pursue casino developments.
One of the few exceptions is Aichi Prefecture, where officials are actively exploring the possibility of developing an integrated resort near the region’s busiest airport. Governor Hideaki Omura has promoted the idea as a way to strengthen international tourism and attract new investment.
In Osaka, business groups continue to argue that the resort will transform the city into a major entertainment destination and draw visitors from across Asia. Construction work remains underway, with the project positioned as a centerpiece of Japan’s long-term tourism ambitions.
For now, though, officials are dealing with a much more immediate problem: stopping online operators from borrowing the credibility of a casino that does not yet exist.
