According to the promoters, the “increasing problem of online betting has developed among minors and has come into being with insufficient identity control and without the supervision of adults. It has been a process of remote gaming among young people, who use their mobile phones and digital payments“.
The bill, which has been forwarded to the Innovation Commission, pointed out the serious risks for minors “who access illegal betting pages and virtual casinos using electronic wallets and false identities.”
Focus on Prevention, Education, and Mental Health
The proposed bill will emphasize the protection of mental health through the multidisciplinary coordination of public institutions and public policies focused on prevention. The lawmakers highlighted that due to the growing number of online gambling platforms that can bypass identity controls, the state must take action and control the problem.
Among the proposed measures is the empowerment of the Executive Branch to define the person in charge of the prevention and control actions at the state level. Another will be the inclusion of financial education in school curricula in Tierra del Fuego to mitigate impulsivity in young people with a propensity to betting.
In addition, special training would be designed for all professionals working in the fields of education, health, security, and justice. Workshops for schools are also envisioned so that “children critically assess the risks associated with online games and virtual betting.” The provincial government would also create digital educational materials and offer guidance to families to guide their children in identifying online risks associated with virtual betting platforms.

Advertising Restrictions and Stronger Oversight Measures
The total prohibition of advertising and promotions related to virtual attractions is one of the cornerstones of the project to reduce their normalization among minors. Another aspect is to prevent minors from accessing gambling accounts through banks or digital payment providers, so it proposes requiring them to verify the identity of the legal representative for these accounts.
In addition, the bill establishes rigorous control over gambling operators with the aim of controlling the operations in the province. The intention is to establish clear regulations and tighten oversight mechanisms for illicit online betting. All three branches of government must be required to publish a website with the link and telephone number for citizens to denounce illegal betting sites.
Promoting Youth Participation Beyond Technology
The project will also aim to prevent these risks by developing leisure activities and social spaces that will encourage youth engagement outside the digital environment. Lawmakers believe that with education, prevention, and inter-institutional cooperation, in combination with alternative forms of entertainment, the risks for children and adolescents will be minimized.
This is part of a trend that is already underway in Latin America, where, year by year, countries are passing measures to encourage responsible gambling, control digital betting, and protect vulnerable groups against the risks of an increasingly powerful online casino industry.
