Río Negro and LOTBA Strengthen Training Initiatives to Promote Responsible Gaming

The Lottery of the Río Negro province has signed a new agreement with the Provincial Institute of Public Administration (IPAP) and the Secretariat of Public Function regarding strengthening the professional development of lottery agents in the province.

This happened following a ceremony with the participation of IPAP President Juana Benítez, Secretary of Public Function Tania Lastra, and the Río Negro Lottery Interventor Jorge Manzo. This is part of a larger program promoted by IPAP and focusing on improving the qualifications of civil servants in Río Negro.

The Río Negro Lottery explained that, as part of this agreement, all courses for lottery agents will feature official certification as well as academic support provided by IPAP. The courses will take place both in person and virtually, and the acquired certificate will be included in employees’ personal records for use when undergoing administrative career advancement and recategorization procedures.

Key Topics for Training Programs Emphasized

President Benítez expressed her opinion on the importance of investing in the skills and preparation of workers in public institutions. She said: “In today’s times, the requirements of public administration call for increasingly prepared organizations, equipped with modern technologies, and professionals who can keep improving professionally. Thanks to this agreement, the certifications we issue will be included in each agent’s record and will help them with their recategorizations.”

This training program will cover various topics that are becoming especially relevant for the gaming industry. Among them are responsible gaming practices, illegal gambling, anti-money laundering, and artificial intelligence.

Speaking about the relevance of the selected topics, Jorge Manzo mentioned: “The issues that we need to deal with are the responsible game, prevention of illegal gaming, anti-money laundering, and artificial intelligence; hence the importance of these training sessions.”

Also, Manzo shared information on the long-term goal of promoting the professional advancement of employees: “Our objective is for our employees to develop, progress within their administrative career paths, and have the feeling that they belong to a constantly challenging organization.”

LOTBA Holds Education Sessions for Offenders Related to Illegal Gambling Charges

In parallel with these efforts, the Lottery of the City of Buenos Aires (LOTBA) held training sessions for persons charged with illegal gambling-related offenses. The initiative was implemented together with the Specialized Prosecutor’s Office for Illegal Gambling FEJA, headed by Dr. Juan Rozas, and the Legal Secretariat, headed by Dr. Rodrigo Branca.

The sessions were organized by LOTBA General Director Ezequiel Domínguez and the Submanagement of Gaming Conduct. The training activities were conducted as mandatory behavioral conditions set within probation agreements for offenders related to illegal gambling.

During the educational sessions, the participants discussed the legal, economic, and social impact of illegal gambling activity compared to regulated gambling markets. As the authorities stressed, this initiative goes beyond mere compliance and seeks to educate participants about illegal gambling.

When talking to SBC Noticias, General Director Ezequiel Domínguez said: “They are not only education initiatives, but also instruments of a wider strategy of prevention, control, and coordination.”

Also, Domínguez noted that these sessions aim at fostering reflection on the danger of conducting gambling activity out of the scope of regulations. In particular, he warned about the threat posed by such activities to the identity of the players, minors, and finances.

Concluding his statement, Ezequiel Domínguez said: “The main lesson of these workshops was clear: legal gambling is not only a question of legality, but one of security, control, and users’ protection.”
