Rondônia Approves New State Lottery Framework With Physical and Digital Operations

Complementary Law No. 1,336/2026 was sanctioned by Governor Marcos Rocha. This action officially approved the new state lottery system in Rondônia. With this document, the public service lottery system is being legalized, along with the norms associated with the operation and control of the betting market in the state.

The responsibility for supervision and management of this market is provided to the Agência de Regulação de Serviços Públicos Delegados de Rondônia (Agero). This institution will be responsible for carrying out regulatory, supervisory, and management activities regarding the operation of the sector.

In addition to that, the legislation repeals the state laws adopted in the 1980s and 1990s, which establish outdated rules to regulate betting and games in Brazil.

Private Companies and Betting Platforms Permitted

The proposed regulation is built upon a flexible operational system according to which the state itself will have two choices. On one hand, the lotteries will be managed and controlled by the state, and on the other hand, there is also the possibility of transferring concessions via public bids.

Once a company is granted a license, it will be authorized to provide bets, prediction contests, as well as any other type of lottery authorized in the country. The objective of such a law is to increase the number of lottery modalities and to bring technology closer to betting activities.
