Belle Confirms Ongoing Discussions With Casino Operators For Clark Resort Project
Belle Corp announced that it is currently holding talks with interested operators following the issuance of its provisional casino license in relation to the proposed resort project at Clark, Pampanga. According to the company, the project was designed to proceed while it sorts out the partnerships for the project.

Provisional License Confirmed
In a filing to the Philippine Stock Exchange, Belle said its gaming units under Premium Leisure Corp, Sinophil Leisure and Resorts Corp, and Foundation Capital Resources Inc, received a provisional license from the PAGCOR board to develop and operate an integrated resort in the Clark Special Economic Zone. Clark is about a 2-hour drive from Manila.
The confirmation followed a Sunday report in the Manila Standard, which said Belle had received a license from the Philippine Amusement and Gaming Corp for a planned US$300 million integrated resort project in Clark Freeport. The report further stated that Belle has also been in talks with 3 to 4 other foreign operators for the development.
Belle has an investment interest in City of Dreams Manila, located in the capital city of the Philippines, which is managed by a subsidiary of Melco Resorts & Entertainment Ltd. The company further stated that there were ongoing talks with possible operators, and any possible collaboration would only be revealed once they agree on it.
Project Structure
Belle said Clark is emerging as a meetings, incentives, conferences, and exhibitions tourism destination, as well as a gaming hub in the region. The company added that it had requested earlier this year to include Premium Leisure Corp and Belle, the parent company, as co-licensees to further strengthen the project’s development capabilities.
That request is still undergoing assessment, according to the filing. Belle said the structure of the project will continue to develop as the licensing and partnership process moves forward.
The Manila Standard said the project would be built on a site spanning several hectares. It also quoted Belle president and chief executive Armin Antonio Raquel-Santos as saying the plan would use a co-licensing model in which the selected operator manages gaming operations while leasing the land.
The report added that once a partner is finalized, Belle will submit a revised development plan reflecting the operator’s design and requirements.
Investment Plans
The company announced that it aims to make an investment worth around US$300 million in the development project, and it would earn revenue from lease and gambling activities upon completion. The company aimed to launch it officially within 2 to 3 years from the engagement of the operator.
The temporary license and talks with possible operators are making things clear for the Clark development project, despite certain arrangements yet to be made. Belle’s filing indicates that it wants to move ahead in a way that balances development control with outside operational expertise.

Belle’s latest update comes after stronger gaming revenue from City of Dreams Manila in the first quarter of 2026. In a filing last month, the company said gaming revenue from its share of the casino business rose 12.3% year-on-year to PHP485.7 million ($8.0 million).
That result provides another data point for the company as it works on its Clark plans. For now, Belle’s focus remains on completing the operator discussions and moving the project toward the next stage of development.
