Brazil’s New Minister Signals Regulatory Path Over Gambling Ban
According to the latest reports, Brazil’s new Minister of Institutional Relations, José Guimarães, believes that a total prohibition on gambling is unlikely. At the same time, the minister stated that there would be legislative actions concerning improving the regulation of the sector.

At his first press conference held at the Planalto Palace in Brasilia on June 16, the minister referred to the discussion regarding the gambling market that is going on among Brazilian politicians. “There is already a discussion of this topic in the government. But, Congress, I believe, only wants to improve regulation“, Guimarães said.
While providing no detailed information on the measures considered by the economic group, which, in addition to the Chief of Staff’s office, participates in the discussions, the minister stressed that the current ones are related to the problems that arise in connection with household indebtedness in the country.
Growing Indebtedness Is the Main Problem for Now
Thus, the ongoing debate about gambling regulation takes place in the context of increasing financial problems of Brazilian citizens. According to recent statistics, nearly 81 million people in the country face the issue of debt, which is, apparently, the most acute moment in its financial history.
However, despite the fact that politicians try to connect household debt issues to such activities as betting, multiple studies show that gambling makes up a minor share of people’s expenses. At the same time, there is no doubt that indebtedness is caused mainly by such economic factors as high inflation, increasing interest rates, and reduced purchasing power of people.
These factors make it harder for Brazilians to get credit loans; therefore, the rate of defaults rises much faster compared to discretionary categories such as betting.
Contradictory Position in the Government
The internal position in the government regarding gambling remains rather complicated and, sometimes, even contradictory. Indeed, according to President Luiz Inácio Lula da Silva, gamblers are consumers whose interests are hurt by their involvement in the activity. Thus, this statement can be interpreted as a negative attitude toward gambling.
On May 17, it became known that the administration was considering the implementation of the president’s decree, which would introduce tougher measures in relation to online betting. The decree would be focused on preventing problem gambling and dealing with the manipulative advertising practices of online betting operators.
Moreover, the Workers’ Party (PT), to which President Silva belongs, presented a bill that provides for a full ban on gambling throughout the country’s territory.
Prohibitive Approach to Gambling Is Questionable
The above-mentioned information demonstrates that the current situation concerning the discussion of gambling legalization or prohibition cannot be called unequivocal. According to Guimarães‘ statement, the prohibitionist approaches are unlikely to receive support from Congress. It means that adjustments to the existing regulatory framework are more probable.
For example, there may be stricter requirements for advertising, additional tools for protecting customers, and financial safety measures. At the same time, no information on the discussed matters was provided. Therefore, it becomes clear that this topic is at the exploratory stage for now.
Unclear Future of Online Gambling in Brazil
Given the described background, the forecast of further developments of the gambling market in Brazil is difficult due to numerous uncertainties that exist in this area. Although there is a trend to introduce strict measures regarding gambling, it does not mean that additional steps cannot be expected soon.
