Brazil Faces Political Deadlock as Government Pushes for Betting Ban
The online gambling sector of Brazil will witness political conflict in the coming years as the federal government intends to make a move to outlaw gambling practices throughout the country. Such measures reflect the assertive approach of the Executive power in the country as it attempts to take steps towards making gambling operations completely banned through legislation.
Following such an intention, the Workers’ Party (PT) submitted a bill before the Chamber of Deputies in order to completely ban gambling practices throughout Brazil. Not only does the bill target operations, but it is also focused on banning advertisements related to betting platforms and any kind of physical and digital transactions made for these services.
Resistance from the Congress Delays Measures
Although the government takes a firm stand on gambling regulation, early signs from the Legislative Power reveal that there are not many possibilities for advancing the project in the near future. The political climate and the agenda at stake seem to prevent the proposal from going forward in the near future.
The main reason why there is no progress with the matter is related to the elections in the following months and the need to focus on discussing labor laws and other topics. Political leaders of parties, such as PL, PDT, and Republicanos, revealed that gambling has been forgotten in light of these circumstances.
Significant Revenue Impacts Decisions
One of the main aspects that can explain the resistance in Congress is the significance of revenues from the regulated betting platform. During 2025, regulated betting services generated almost R$9.95 billion worth of tax revenue for the federal government. Future projections indicate that taxes will grow up to 13% in 2026 and up to 15% in 2028.
As a consequence, it becomes clear that gambling is quite relevant from a financial point of view, and lawmakers would find it difficult to ban the practice as it would generate a negative impact.
Some Congressmen are now calling for measures that address the problem by focusing on illegal operators of this industry.

Political Tension Drives Public Debate
Political conflict arising between the Executive Power and the Legislative is driving discussions about gambling regulation to escalate among citizens. As President Luiz Inácio Lula da Silva publicly declared his discontent with the influence of such industry, he stated that there was too much lobbying taking place, which prevented restrictive measures from being passed.

Legislative Bill Bans Online Gambling
In line with the aforementioned statements, Congressman Pedro Uczai, leader of the PT in the Chamber, presented a bill that calls for the prohibition of all betting activities and advertising campaigns. Besides, any transactions made for such activities would also be considered prohibited.
According to the bill, there are several penalties involved for those violating such prohibitions, including monetary fines and imprisonment. Reportedly, it was suggested that an increase in the rates could have been an alternative solution.

It is obvious that the future of Brazil’s online betting will depend on the decisions of both institutions regarding gambling regulation. However, the present situation reveals a great gap as the Legislative Power is less interested in addressing this matter due to the upcoming elections.
