The announcement, made on September 24, 2026, confirmed that LiPay Inc. was granted a one‑year license covering sports betting, online casino, and online lottery operations for the 2026/2027 period.
The return of LiPay Inc. to Liberia’s gaming market comes after a turbulent nine‑month stretch marked by suspension, licence revocation, and a two‑year ban.
A settlement agreement reached on September 14 committed LiPay Inc. to meet all licensing and compliance obligations, including anti‑money laundering and responsible gaming requirements. In return, the NLA lifted the restrictions previously imposed on the operator.
The regulator also reminded stakeholders that the license remains conditional on strict adherence to the NLA Act of 2014 and related regulations.
1xBet back in Liberia after nine months
Last December, the LNLA suspended the company’s licence following allegations that it was being used as a channel for unapproved betting activity linked to 1xBet. Investigators said LiPay was processing transactions tied to the foreign platform, allowing it to operate without authorization.
By June 2026, the regulator escalated its action, revoking LiPay’s sports betting licence after an administrative hearing found multiple breaches of Gaming Regulation 001.

The violations included misrepresentation, failure to disclose material information, and misuse of its licence in ways that created the impression that an unlicensed foreign operator was legally active in Liberia.
The 6th Judicial Circuit Court confirmed the findings, and the company was fined a total of US$10,000 in four separate penalties of US$2,500 each.
The ruling also barred LiPay from applying for any gaming licence for two years and ordered the operator to pay damages tied to licence fees and operational activities during its period of non‑compliance.
Against this backdrop, the September 2026 announcement of LiPay’s reinstated licence marks a sharp turnaround.
The settlement reached with the National Lottery Authority cleared previous restrictions, allowing the company to resume operations and represent the 1xBet brand once again in Liberia.
