Hokkaido Business Groups Push Governor to Advance Casino Resort Plans

Eight business groups from Hokkaido have formally asked Governor Naomichi Suzuki to initiate negotiations for a possible casino resort location and arrange the necessary funding and structure to enable an Integrated Resort application.

The eight groups presented their demands on September 8 to Governor Suzuki, the president of the prefectural assembly, and other officials. Their submission marks a coordinated effort by the local business community to accelerate preparations for a potential IR bid.

Their request to Suzuki calls for discussions to identify a candidate site, alongside budget allocations and organizational preparations for developing an IR concept and subsequently applying for national approval of an area development plan.

Urgency Amid National Application Timeline

The groups warned that if the remaining two locations under Japan’s three-area cap were selected, the chance to attract an IR to Hokkaido would never come again. They urged the governor to accelerate preparations with the national application period in mind.

Japan’s next application window runs from May 6 to November 5, 2027, according to the Japan Tourism Agency’s March 10 announcement. This timeline adds pressure on Hokkaido to move quickly if it wants to be considered in the next round of IR approvals.

Under Japan’s approval process, prefectures or designated cities must jointly prepare and submit an area development plan with a private-sector partner for approval by the central government. This means that Hokkaido would need to secure a private partner and develop a detailed plan before submitting its application.

Economic Benefits and Regional Balance

The organizations argued that an IR could help address tourism’s concentration in central Hokkaido and weaker demand in spring and fall. They pointed out that convention facilities and other attractions would be able to accommodate tourist demand on an annual basis and promote travel within the prefecture.
