DigiPlus Prepares Customer Refunds After Brazil Betting Ban
DigiPlus Interactive Corp. said Brazil’s ban on online fixed-odds betting is not expected to have a material effect on its overall financial or operating position. The Philippine gaming operator said it is taking the necessary steps to comply with the government directive while prioritizing the withdrawal and return of customer funds.

In a statement released on September 28, DigiPlus said its immediate concern is to ensure an orderly response for customers affected by the measure. The company said it is focused on processing withdrawals on time and returning player funds within the period required by the government.
DigiPlus also described the situation as still developing and not yet final. The company cited continuing legal and legislative procedures and said it would continue monitoring the process before issuing further updates when needed.
Brazil Issues Provisional Measure
The company’s response followed a provisional measure signed by President Luiz Inácio Lula da Silva on September 25. The measure prohibits the operation, offering, intermediation, and advertising of fixed-odds betting in Brazil.
According to Brazil’s Health Ministry, the restriction applies to sports betting and online games. This includes betting activities previously authorized at both state and federal district levels.
Other lottery categories that are already allowed under existing laws are not covered by the new measure. The government cited gambling-related health and social harm as the reason behind the decision.
A provisional measure in Brazil takes legal effect immediately, even while it remains subject to congressional review. However, approval from Congress is needed before the measure can become permanent law.
The directive has set a schedule for operators and customers. New deposits were prohibited beginning September 25, while players have until 11:59 p.m. on October 5 to voluntarily withdraw the balances remaining in their accounts.
Deadline Set for Platforms
Betting websites and mobile applications are required to stop operating from October 6. This gives players a limited period to access their accounts and arrange withdrawals before the platforms go offline.

For balances that are not voluntarily withdrawn by the deadline, the government has set a separate process for the return of funds. Banks are required to return the remaining balances between October 9 and October 14.
DigiPlus said it is working to follow the timetable outlined by the Brazilian government. Its focus is on ensuring that customers receive their funds through the required process and within the prescribed period.
The company’s statement did not indicate a material impact on its financial or operational standing. However, it recognized that the legal and legislative situation remains in progress.
DigiPlus said it will continue observing developments related to the provisional measure. Further information may be released as the process moves forward.
Brazil Was DigiPlus’ First Overseas Market
Brazil was the first overseas market entered by DigiPlus. The company introduced its GamePlus platform through a soft launch on September 22, 2025.
Less than 3 weeks later, on October 10, DigiPlus paused the platform. The company said the pause was intended to allow it to develop products suited to local players.
The latest measure has now affected the operation, offering, intermediation, and promotion of fixed-odds betting in Brazil. DigiPlus has stated that it will comply with the government’s directive while arranging the timely processing of customer withdrawals and the return of funds.
