Gaming in Germany Conference announces initial agenda

The 2026 Gaming in Germany Conference will bring together stakeholders from Germany’s regulated iGaming market in Berlin on November 10, with this year’s agenda focusing on regulatory developments, offshore competition, new gambling products and emerging market opportunities.

The event will take place at the DoubleTree Hilton Ku’damm and feature industry representatives, legal experts, regulators and other stakeholders discussing developments affecting Germany’s online gambling sector.

State Gambling Treaty Evaluation Takes Centre Stage

A major focus of the conference will be the ongoing evaluation of the 2021 State Gambling Treaty, with the opening block dedicated to regulatory developments and industry perspectives.

A senior representative of the GGL is scheduled to deliver the keynote, followed by a regulatory update from Dr. Joerg Hofmann, Senior Partner at Melchers Law Firm.

Dr. Dirk Quermann, President of the Deutscher Online Casinoverband (DOCV), and Mathias Dahms, President of the Deutscher Sportwettenverband (DSWV), will provide industry perspectives.

Birgitte Sand, CEO of Birgitte Sand & Associates, will moderate a discussion examining the balance between public opinion and economic viability, with additional speakers still to be announced.

Black Market and Enforcement Under the Spotlight

The second conference block will examine the threat posed by the black market and potential regulatory responses, including strategies aimed at reclaiming market share for licensed operators.

Alexander Müller, Member of the Executive Board at FDP, will address player protection, market realities and effective enforcement.

Vasiliki Panousi, Regulatory Affairs Senior Manager at Kaizen, will discuss enforcement action, while European Gambling Gathering founder Christian Heins will examine how the industry can contribute through its own initiatives.

Thore Sieck, VP Global Sales at Adyen, will address iGaming and payment solutions as part of the #ReclaimTheMarket discussion.

Prediction Markets, Sweepstakes and eSports Betting on Agenda

Emerging gambling products will form another major part of the conference, including questions surrounding the current and future permissibility of prediction betting, sweepstakes and eSports betting in Germany.

Dr. Joerg Hofmann and Dr. Christian Rapani, Partner at Rapani Rechtsanwälte, will discuss whether prediction markets and sweepstakes could be coming to Germany.

Dr. Nepomuk Nothelfer, Assistant Professor at the University of Agder and Attorney at Melchers Law Firm, will address eSports betting in the country.

Austria will receive its own dedicated conference update, with Dr. Christian Rapani discussing the re-regulation of the country’s online casino market.

The final block will turn to data on the German iGaming sector.

Josh Hodgson, COO of H2 Gambling Capital, will present an overview of the German iGaming market in numbers, while Jeffrey Haas, Chair of Blask Business Intelligence, will compare game popularity across onshore and offshore offerings.
