Brazil’s Senacon to Target Abusive Practices in Online Betting
The National Consumer Secretariat (Senacon) of the Ministry of Justice and Public Security (MPS) has named the members of a working group to come up with a coordinated action program for the fixed-odds betting market.

The group was officially established by Ordinance No. 73 of 12 August 2026, published in the Official Gazette of Brazil on 4 September 2026. The initiative will be integrated into the National Consumer Protection System (SNDC) with an emphasis on the prevention, surveillance and complaints of abusive practices related to betting.
Working Group Brings Together Consumer Protection Bodies
The working group consists of members from Senacon and a number of consumer protection and legal oversight organisations. They are represented by PROCONS Brasil, Consumer Prosecutor’s Office (MPC), National Council of General Public Defenders (CNMP) and the Public Prosecutor’s Office of the Federal District and Territories of Brazil (MPDFT).
The ones appointed include the National Consumer Secretary, Ricardo Morishita Wada, and Karen Beatriz Taveira Barros from PROCONS Brasil, and the prosecutor Thelma Leal from the Consumer Prosecutor’s Office. Their involvement helps to unite various aspects of Brazil’s consumer protection system as the authorities develop a coordinated strategy for the betting market.
Program Details Have Yet to Be Defined
The composition of the working group is defined by the ordinance, but not what measures will finally be part of the coordinated action program. The document, on the other hand, outlines the organizational structure of the group to take forward its future plans.

The project is part of a series of measures over the past few years that are putting regulated betting companies under the spotlight in Brazil, such as new regulations on sports betting advertising and more political attention paid to the sector. The working group will discuss consumer-related risks connected with betting, but without specifying the actions, supervisory measures, and enforcement measures.
Increased Focus on Consumer Protection
Senacon is integrating the initiative into the National Consumer Protection System, which establishes consumer protection as a core aspect of the supervision of the fixed-odds betting market in Brazil. The program’s stated objectives include the prevention of practices that are deemed abusive, supervision of practices, and enforcement of the policy.
More information will be provided based on what activities are implemented by the new members and the actual actions proposed in the coordinated action program. Operators and consumers will get more clarity in the next step on the direction that the Brazilian consumer protection authorities will take on betting-related practices in the regulated market.
