Romania Tried to Push Gambling Out of Local Shops. Superbet Found a Way to Keep the Shops

The bookmaker’s new Home of Superliga outlets cannot take conventional bets or operate slot machines, but they can still handle cash for online gambling accounts, promote digital offers and help customers move onto Superbet’s platforms

A Superbet shop can now be prohibited from taking a sports bet while still accepting a customer’s cash for an online betting account.

That distinction sits behind one of the more consequential changes to Romania’s gambling market since local authorities were given new powers over the industry earlier this year.

From September 1, a substantial part of Superbet’s physical network is operating under a format the company calls Home of Superliga. Inside those locations, the familiar mechanics of a betting shop have been stripped back: customers cannot place betting slips at the counter, self-service betting terminals cannot be used to make wagers and slot-machine gambling is unavailable.

But the shops have not disappeared.

They can still accept deposits into online Superbet and Napoleon accounts. Customers can make withdrawals connected to those accounts. Employees can help people create and use digital accounts, navigate Superbet’s website and mobile application and learn about online products. The locations can also promote campaigns and offers available online.

That creates an unusual regulatory dividing line.

The gambling has moved out of the premises. Much of the infrastructure surrounding the gambler has not.

A law that moved power from Bucharest to town halls

The change originates with Emergency Ordinance 7/2026, adopted in February.

For years, the core licensing architecture for Romania’s gambling industry was national. The new legislation inserted local government directly into the system governing physical gambling.

The amended law says that a local council decides whether gambling activities can take place within its administrative territory at all. Where gambling is permitted, operators need an annual local operating authorization in addition to the national licensing and operating requirements.

Local councils can also determine where gambling businesses are allowed to operate and set a local annual fee calculated according to the surface area of the premises.

The shift is substantial. A national gambling authorization is no longer, by itself, enough to guarantee that an operator can run a physical gambling business in a particular town.

Existing operators were given transitional protection. For businesses already holding valid ONJN operating authorizations when the ordinance came into force, the new provisions apply when those authorizations expire.

That detail helps explain why September 1 became such an important date.

For a significant number of Superbet operations, authorizations reached the end of their validity on August 31. Once the calendar moved into September, the local authorization regime could no longer be avoided simply because an older national authorization was still running.

Superbet responded not by abandoning the affected real estate, but by changing what happens inside it.

The betting shop that is no longer a betting shop

The company presents Home of Superliga primarily as a community-oriented football concept.

Affected premises are supposed to remain places where supporters can meet and watch Romanian SuperLiga matches and other major competitions. Superbet has also framed the decision as a way of retaining employees rather than closing locations and cutting the jobs attached to them.

Its operational instructions reveal another side of the model.

These outlets remain closely connected to the gambling business.

Superbet says customers can deposit and withdraw money from online accounts belonging to both Superbet and Napoleon. Staff can provide guidance on creating accounts, demonstrate online products and functionality and help customers use the Superbet platform.

Marketing for online campaigns can continue as well.

Even the former self-service betting infrastructure has not necessarily become useless. Superbet says its SSBT terminals in Home of Superliga locations can be restricted to deposits into Superbet and Napoleon online accounts. The POS infrastructure also remains operational for registering online deposits.

The result is a physical outlet in which a customer cannot legally conduct the prohibited retail gambling activity but can be assisted in funding and accessing gambling conducted digitally.

That is not the same thing as secretly continuing a land-based betting shop. Superbet explicitly tells customers that sports betting and slot gambling are unavailable in these locations.

It does, however, show how differently restrictions on physical gambling can operate once a major bookmaker has a mature online business sitting behind its retail network.

A customer prevented from wagering at the counter does not necessarily leave the Superbet ecosystem. The same shop can help move that customer from cash to an online account.

Superbet’s network has fractured into different types of shops

The September change is not uniform across the country.

Superbet’s own customer information divides its physical estate into several categories.

Some locations continue to offer both sports betting and slot machines. Others are permitted to offer sports betting but not slots. A further group can operate slot machines but not sports betting.

The remainder fall into the Home of Superliga model, where neither conventional sports betting nor slot-machine gambling is permitted.

A count published on September 1 based on Superbet’s lists identified 108 locations where both betting and slots remained available, 37 where only sports betting was available and 96 where only slot-machine gambling remained available.

Those numbers also expose the complexity produced by the new system. Superbet no longer has one regulatory environment for its Romanian retail estate. What a customer can do inside a branded location depends increasingly on the legal status of that particular operation and the decisions affecting the locality.

Superbet itself warns customers that its lists may change as decisions under OUG 7/2026 develop.

Winning tickets create another complication

The transition is particularly awkward for customers holding winning retail tickets from shops that have now become Home of Superliga locations.

Those premises no longer pay conventional winning betting tickets in the ordinary way.

Instead, Superbet directs customers to nearby Standard agencies where retail betting and prize payments remain available. Where no suitable Standard shop is nearby, customers are told to approach staff at the Home of Superliga location for assistance with recovering the winnings.

It is a small operational detail, but an important one. The September transition did not erase obligations created under the previous retail system. Superbet must simultaneously operate its new restricted outlets while dealing with tickets issued before those outlets changed status.

A curious problem appears in the gambling regulator’s database

The first day of the new arrangement has also produced a separate issue involving Romania’s public gambling register.

An investigation published by Oficiul de Știri on September 1 identified multiple Superbet gaming machines whose authorizations were shown as having expired on August 31 while their status in the ONJN public database still appeared as operational.

Examples were reported in Timișoara, Constanța and Năvodari.

One particularly confusing entry concerned a machine at a Bucharest location on Șoseaua Mihai Bravu. The database reportedly showed an August 31 expiration while simultaneously displaying an operational status and an indication that the machine had not yet been approved.

The discrepancy does not establish that Superbet was illegally operating those machines.

A public database can lag behind events on the ground, and the status attached to a machine in an online register does not prove that it was switched on or accepting wagers after its authorization expired. At the same address, machines can also have different authorization periods.

Still, the conflicting records expose a transparency problem precisely when consumers and local authorities are being asked to navigate a more fragmented regulatory system.

If the public register is intended to allow someone to determine whether an individual gambling machine is legally authorized, an expired authorization displayed alongside an operational status makes that task considerably harder.

The inconsistency requires clarification from ONJN rather than speculation about what was occurring inside individual shops.

The physical network still has value even without physical bets

Keeping these locations open comes at a cost. Superbet must continue paying for premises, staffing and operations even where the core land-based gambling product has been removed.

There is an obvious commercial reason for doing so.

A betting shop is more than the equipment inside it.

It is street-level advertising, a familiar location, a customer-acquisition point and, crucially in a market where cash remains relevant, a bridge between physical money and a digital gambling account.

Superbet had already demonstrated that connection before the September restrictions. Napoleon, another gambling platform connected to the group, ran a summer promotion in which customers depositing cash into Napoleon accounts through Superbet agencies received promotional rewards.

The infrastructure for turning a retail visitor into an online customer therefore predates Home of Superliga.

The new format preserves it.

That makes Superbet’s response different from simply waiting for a council to reverse its position or writing off a shop lease. The company is repurposing a network built for land-based gambling into distribution and support infrastructure for online gambling.

There is a marketing advantage too. A closed betting shop disappears from the street. A Home of Superliga location keeps the brand in the same neighborhood, with employees inside and customers continuing to enter the premises.

The law regulates where the gambling happens. The customer relationship is harder to contain

OUG 7/2026 gives Romanian municipalities significant authority over physical gambling. A council can reject gambling activity across its territory; where it permits it, the council can determine authorized zones and impose a local fee.

What the law does not do is erase the distinction between traditional and remote gambling.

Romanian legislation treats land-based and online gambling as separate modes of operation. The Home of Superliga strategy appears to have been built around that boundary.

The wager is no longer executed inside the affected shop. The customer’s online account is.

Superbet is also retaining controls normally associated with gambling environments. It says under-18s remain barred from the Home of Superliga locations and that customer self-exclusion status will continue to be checked.

Those safeguards are notable because they reinforce how close the new outlets remain to the gambling operation despite the removal of gambling itself from the premises.

The shops are not being converted into unrelated cafés or ordinary football bars. They remain branded locations where money can enter and leave online gambling accounts and where employees can introduce customers to gambling products available digitally.

The real test of Romania’s reform may now move online

For municipalities that wanted fewer slot halls and betting shops operating on their streets, OUG 7/2026 gives them powers they did not previously possess.

On the most literal level, those powers are already having an effect. A customer entering an affected Superbet outlet on September 1 cannot simply walk to the counter and place the same retail wager that was available there before.

But the early Superbet response illustrates the limits of regulating gambling according to the physical location of the bet.

The company can preserve the storefront. It can preserve the employees. It can maintain contact with customers. Cash can still be converted into funds available for online gambling. Digital products and promotions can still be presented inside the premises.

Then the actual wager takes place on a phone.

That distinction may become one of the most important consequences of Romania’s experiment with local gambling control. The legislation has given town halls much greater influence over the geography of land-based gambling, but large operators are no longer businesses whose customers depend on the shop in order to gamble.

Superbet’s response shows how quickly a retail network can be redesigned around that fact.

For now, the red storefront can remain on the street.

The betting counter is the part that has moved.
