Nearly Half of Estonia’s Gambling Ads Breach the Rules

Compliance failures complicate Estonia’s push to become a low-tax iGaming hub

Estonia’s effort to attract more online gambling businesses has run into another obstacle after regulators found widespread breaches of the country’s advertising rules.

The Consumer Protection and Technical Regulatory Authority (TTJA) reviewed 230 gambling advertisements and concluded that 104 failed to comply with existing legislation. The findings suggest that many operators are still struggling to meet standards even as Estonia reshapes its gambling market to attract international investment.

The regulator identified several types of violations. Some advertisements were considered misleading. Others failed to display legally required responsible gambling warnings in the correct format. Inspectors also found promotions for casino games that are not allowed to be advertised under Estonian law.

Different rules for different gambling products

The results arrive at an awkward moment for policymakers.

Estonia has been positioning itself as one of Europe’s more attractive jurisdictions for online gambling companies, helped by a plan to gradually reduce the remote gambling tax from 6% to 4% over four years. If completed, the move would leave the country with one of the continent’s lowest tax rates for licensed online operators.

Yet advertising remains one of the most tightly regulated parts of the market.

Current legislation draws a clear distinction between gambling products. Advertising for games of chance such as online slots, roulette and poker is prohibited, while lotteries and sports betting are subject to far less restrictive marketing rules.

Officials at the Ministry of Economic Affairs and Communications indicated that the regulatory framework remains under review, but stopped short of suggesting that legislative changes are imminent following the TTJA’s inspection. The ministry has not committed to revising the advertising regime or relaxing existing restrictions.

Reform ambitions meet practical challenges

Although the regulator’s review covered only a limited number of advertisements, the scale of the non-compliance is likely to add pressure on authorities as they continue overhauling the sector.

It is not the first complication linked to Estonia’s gambling reforms this year.

Earlier in 2026, officials uncovered a drafting error in tax legislation that unintentionally exempted online casinos from gambling tax. The mistake was later corrected, while an adviser involved in preparing the legislation was dismissed after the government concluded that the resulting tax losses left little alternative.

The advertising findings now add another challenge to a reform programme designed to make Estonia more competitive without weakening regulatory oversight.

Early tax data has so far shown little noticeable change in government gambling revenue following the introduction of the new tax measures, leaving officials balancing ambitions for market growth with the realities of enforcement.
