Michigan Gaming Board Exits NCPG in Protest of Kalshi Membership

The Michigan Gaming Control Board has formally cut ties with the National Council on Problem Gambling, citing its opposition to the council’s new partnership with prediction markets operator Kalshi.

The withdrawal was confirmed in a letter dated July 1, where executive director Henry Williams voiced sharp opposition to Kalshi’s induction as a platinum‑level member.

Kalshi joined the council in May, pledging $2 million over two years. Williams argued that the affiliation cuts against enforcement actions already taken by states against prediction markets and warned that it could weaken regulatory authority nationwide. 

“I am deeply concerned that Kalshi’s attempts to distinguish sporting event contracts from other forms of sports betting by claiming that its offerings are akin to ‘investment’ or ‘insurance’ products directly undermines a foundational message of responsible gaming: that gambling in any form is for entertainment purposes only,” he wrote.

NCPG remains neutral 

The National Council on Problem Gambling had already explained its position before Michigan’s withdrawal, making clear in June that it “does not advocate for or against the legality of specific products or platforms.”

Instead, the council said its role is focused on “prevention, education, consumer protection, harm reduction, and access to care.” Since Michigan announced its exit, the council has not issued any further response. 

The timing of the decision comes as Michigan’s legal battle with Kalshi intensifies. On June 29, the state secured a temporary restraining order that blocks the platform from offering sports event contracts within its borders. Regulators argue Kalshi has been running unlicensed sports gambling in Michigan and other states. 

Michigan’s exit goes beyond membership. Staff will step down immediately from all NCPG boards and committees, and the state has cancelled its paid sponsorship for the upcoming annual conference.
