Dodmax and PayBrokers Consortium Awaits Final Decision to Operate Lotesul in Mato Grosso do Sul
A consortium made up of Dodmax Tecnologia S.A. and PayBrokers Loterias Ltda. has been chosen to manage the State Lottery of Mato Grosso do Sul (Lotesul), but the bidding process is temporarily on hold until all appeals submitted by companies that were barred from bidding are analyzed.

The bidding process is being handled by the State Secretariat of Finance (Sefaz), which confirmed that the appeals period is set to be concluded this week. As per reports provided by Correio do Estado, the agency said: “The appeal will be analyzed by Sefaz and SAD.”
The licensing process has been ongoing since 2025, but suffered a setback when three disapproved companies filed appeals contesting the outcome of the bidding process. It was explained that the process will progress once the review period is completed.
In addition, Sefaz added that the contract should be signed between the end of July and beginning of August, provided that nothing else occurs.
Competition Offers Differing Financial Models
According to available information, several companies were involved in the bidding process for the right to operate Lotesul with various offers as far as sharing lottery revenues go.
Specifically, LottoPro Jogos de Apostas e Gestão de Lotéricas Ltda. (which operates in Paraná, Maranhão, Paraíba, Tocantins, Rio de Janeiro, and Mato Grosso) presented the offer of sharing 43.36% of revenues.
On the other hand, Prohards Comércio, Desenvolvimento e Serviços em Tecnologia da Informação Ltda. proposed providing 36.11% of revenue to the state government, while São Paulo-based Idea Maker Meios de Pagamento e Consultoria presented the offer of transferring 35.33% of revenues.

Lastly, the winning consortium, composed of Dodmax and PayBrokers, decided to adopt another commercial model and offered to share 69% of lottery revenue to its own account and provide 31% to the state government.
With such an arrangement, the government of Mato Grosso do Sul will get BRL 31 million out of each BRL 100 million earned by the operators of Lotesul via lotto.
Steps to Take Next
As for the next step in the licensing process, Sefaz said that everything will depend on how the appeals period ends. To be precise, the agency said: “After overcoming this appeals phase, without any impediments, the process advances into the publication of the final decision and signing of the contract with the winning company of the bidding process. The estimate is that this contract will be signed by the end of July or early August.”
Then, the government expects to issue accreditation for lottery operators who will be responsible for offering gambling services to the players. More specifically, Sefaz noted that “only after this contractual phase will it be possible to go ahead with the issuance of the accreditation notice to lottery operators.”
Development of Lotesul reflects the trend seen in other Brazilian states, where they are creating their own lotteries following recent changes in the national regulation of the gaming industry.
