New ANJ Algorithm Reveals €1.2B GGR in H2 2025 Were Tied to Problem Gamblers

France’s gambling regulator, the ANJ, has rolled out a new algorithm designed to measure the share of revenue linked to excessive play. The tool shows that problem gamblers are not only growing in number but also driving the bulk of operator turnover.

In the second half of 2025, the algorithm identified around 600,000 players at high risk, equal to 8.7% of all registered accounts. These individuals generated €1.2 billion in gross gaming revenue, which amounts to 60% of the total. 

The regulator said this dual rise in both the number of risky players and their contribution to revenue highlights the urgency of stronger intervention

Isabelle Falque‑Pierrotin, Chair of the ANJ, explained, stating, “The finalization of this algorithm and its release to operators marks a decisive step for the regulator. It demonstrates the regulator’s ability to develop an innovative and effective tool, designed to closely reflect the actual behavior of online gamblers.”

89,000 excessive players reported between 2024 and 2025

The ANJ has made reducing excessive gambling central to its 2024–2026 strategic plan. Operators are legally required to identify and support problem gamblers, yet the regulator found their efforts lacking. 

Between 2024 and 2025, operators reported identifying 89,000 excessive players, up from 31,000 the year before. While this was progress, the figure still fell far short of the 600,000 flagged by the algorithm.

The regulator expects operators to act quickly, starting with the 300,000 players deemed “clearly excessive.” Support measures could include direct outreach, introducing limits, connecting players with charities or health services, or closing accounts altogether. 

Operators can use the algorithm on their platforms

For operators, the algorithm is optional but serves as a way to test whether their own systems are catching enough risky players. It also provides the regulator with a way to track trends and measure compliance.

The ANJ has warned previously that operators must strengthen their identification processes and reduce the share of revenue generated by problem gamblers. 

Falque‑Pierrotin added that identification should extend beyond online platforms to retail points of sale, reinforcing the regulator’s push for comprehensive oversight.
