A proposal from Councilmember Wendell Felder would allow licensed online casino gaming in the district while shutting down sweepstakes-style platforms that currently operate in a legal grey area. On paper, it looks like a move toward tighter control. In practice, it has opened up a much wider debate.
The recent council hearing stretched on for hours, with industry representatives, advocacy groups, and regulators all trying to shape the narrative. By the end of it, there was no clear direction, only a clearer sense of how divided the issue really is.
A Market That Outgrew Its Rules
One of the main arguments behind the bill is that the current system is already out of date. Online gaming has evolved quickly, and some platforms have found ways to operate without falling neatly under existing laws.
That is especially true for sweepstakes-style sites, which use dual-currency systems and often avoid traditional gambling classifications. Supporters of the bill see that as a gap that needs closing. Their view is simple: if people are already playing, it should happen in a regulated environment.
The proposal would introduce a formal licensing structure under the Office of Lottery and Gaming. Operators would face high entry costs and ongoing taxes, but in return they would gain access to a legal and monitored market. Part of the revenue would be directed toward health services, including programs linked to gambling harm.
Industry Ready to Move In
For major operators, the idea is hardly controversial. Companies like DraftKings, BetMGM, and Caesars Entertainment see D.C. as the next logical step in the expansion of regulated online gaming.
They point to other states where online casinos have already been introduced, arguing that digital and retail gambling can coexist. In some cases, they say, online platforms have actually helped bring more attention to physical casinos rather than taking business away.
That matters for MGM Resorts, which already operates nearby. Expanding into the D.C. market would strengthen its regional position and build on investments already made through sports betting.
Not Everyone Is Convinced
Still, the pushback during the hearing was hard to ignore. Advocacy groups raised concerns that went beyond regulation and into the broader social impact of gambling.

Organizations like Stop Predatory Gambling and Campaign for Fairer Gambling argued that easier access often leads to greater harm. From their perspective, the issue is not whether gambling is regulated properly, but whether expanding it is the right move at all.
That tension sat at the center of the discussion. Supporters focused on control and oversight. Critics questioned the premise entirely.
Sweepstakes Platforms in the Crosshairs
Another layer to the debate involves sweepstakes operators, who could be pushed out of the district if the bill passes.
One of them, ARB Interactive, warned that banning these platforms might not solve the problem lawmakers are trying to address. Instead, players could drift toward offshore sites, where there is little to no oversight.
It is a familiar concern in gambling regulation. Restrict one part of the market too tightly, and activity can shift somewhere harder to track.
No Quick Answers
For now, there is no sense of urgency from lawmakers to force a decision. The bill remains under review, and the timeline is unclear.
What the hearing did show, though, is that this is not just about adding another form of entertainment. It is about how the district wants to manage risk, opportunity, and responsibility in a space that continues to evolve.
And at the moment, there is still no agreement on where that balance should land.
