Brazil Advances Anti-Match-Fixing Agenda After National Technical Meeting

Over three days, the representatives of the Ministries of Finance, Sports, and Justice and Public Security, as well as law enforcement, regulators, and representatives of the sports community, betting businesses, and integrity services have gathered in order to discuss the current challenges and possible solutions.
From Institutional Cooperation to Practical Results
The latest meeting demonstrated tangible progress achieved by the working group established within Interministerial Ordinance No. 1/2025, which is dedicated to the transformation of institutional cooperation into practical achievements in a short period of time.
One of the achievements made by the working group is the creation of the National Policy for the Prevention and Combating of Sports Manipulation, which became Interministerial Ordinance No. 1/2026. The document presents a structure of activities aimed at preventing and combating illegal manipulations in sports.
Moreover, the Brazilian Federal Police has created an automated system for the analysis of suspicious betting activities in order to organize data strategically. The solution can be regarded as an integral element of the overall framework designed by the Brazilian authorities.
Practical Tools and Training Programs
Another important achievement mentioned by the participants of the meeting was the publication of the second version of the National Manual for Combating Sports Manipulation. The manual contains instructions on the practical implementation of activities related to enforcement, as well as describes specific investigative procedures that need to be followed by various institutions.
It should be noted that capacity building was among the objectives pursued by the Brazilian authorities. In particular, the National Police Academy opened the first distance learning course aimed at the prevention and suppression of match-fixing in sports.

Furthermore, Brazil will continue producing and distributing various types of intelligence, hosting regular technical meetings, and establishing cooperation with integrity agencies. All of these actions can promote the formation of a permanent cooperation network and the development of integrated processes of receiving and responding to suspicious activities.
Intersectoral Collaboration as an Important Factor
The crucial role played by intersectoral cooperation in the context of the discussed challenge was acknowledged during the meeting. For instance, according to the Secretary of Prizes and Betting (SPA) at the Ministry of Finance of Brazil, Daniele Cardoso, the establishment of a working group by an interministerial ordinance implies its incorporation into the framework of public policy.
The official noted that “When a working group is established through an interministerial ordinance, it becomes part of a public policy, a state policy, with continuity. We are in the second year of the regulatory framework and the second technical meeting on match-fixing, which shows the progress we have made during this period.”
It should be emphasized that the UNODC, Federal Police of Brazil, and Ministry of Justice of Brazil represented some of the officials involved in the discussions.
Sports Manipulation as a Challenge
As it has been previously mentioned, the prevention, detection, and enforcement activities represent critical steps in ensuring the integrity of sports competitions and protecting them from illegal manipulation. As betting markets evolve, the risks associated with match-fixing grow.
