Sihanoukville Casino License Pulled After Online Fraud Raid
A casino license in Sihanoukville has been suspended after raiding and arresting more than 100 people suspected of committing an online scam. This is because the commission discovered that the casino was being used as a facade for online scams.

Raid And Arrests
According to a statement from the General Secretariat of the Commercial Gambling Management Commission of Cambodia, a joint task force raided Casino Zhong Huawei Golden Sand International Entertainment in Preah Sihanouk province on April 8. During the operation, authorities detained 104 foreigners and seized more than 1,500 mobile phones, along with a large amount of computer equipment and servers.
The scale of the equipment recovered formed part of the evidence later reviewed by the authorities. After examining the seized materials, officials concluded that the casino was being used to support online scam operations rather than lawful gaming activity.
The raid and the evidence review led to the decision to revoke the licence. The case has now become part of a wider effort by Cambodian authorities to monitor casino operations more closely.
Licensing Action
The General Secretariat of the Commercial Gambling Management Commission said the casino’s involvement in online fraud was confirmed through the investigation process. Based on that finding, the licence was withdrawn.
The action reflects the government’s approach toward casinos that are found to be linked to criminal activity. The Commission announced that it would keep an eye on any illegal operations related to casino locations, including online scams.

The Sihanoukville case follows the April 8 raid and the subsequent review of evidence gathered at the site. With the license canceled, the casino has now become a prime example of how the authorities act against cyberfraud connections in the gambling industry.
Prioritizing Enforcement
The government’s attitude indicates that any casino suspected of hosting online fraudsters would have increased scrutiny and enforcement. To regulators, this case serves as an example demonstrating the need to determine whether such facilities are running as businesses or acting as fronts.
