Norway: Rikstoto Under Fire After System Error Allowed 23,000+ Unpaid Bets

A major system failure at Norway’s state-controlled betting operator Norsk Rikstoto allowed thousands of players to place bets without paying, potentially resulting in multi-million losses.

The incident, first reported by Norwegian outlet Trav- og Galopp-Nytt (TGN), is now under scrutiny from the Norwegian Gambling Authority (Lotteritilsynet).

Over 23,000 Bets Placed Without Payment

Between February 3 and 5, 5,158 customers placed a total of 23,716 bets without being charged, according to TGN.

The bets were accepted into the pools for major racing products, including Norwegian V75 and Swedish V86, meaning they participated under normal conditions — despite no stake being collected.

Early estimates suggest losses of:

  • ~€100,000–€200,000 (NOK 1.2–2.4 million) based on conservative average stakes
  • Potentially significantly higher when factoring in payout structures and reinvested winnings

Norsk Rikstoto has yet to disclose the full financial impact.

Regulator: “Free Bets Are Not Allowed”

The Norwegian Gambling Authority has raised concerns that the incident may constitute a breach of gambling legislation.

In its communication with Rikstoto, the regulator emphasized:

  • All gambling requires a paid stake
  • Free bets and credit betting are strictly prohibited

Despite this, the unpaid bets were still included in the pools and eligible for winnings.

The regulator is now seeking clarification on a key issue:

  • Were prize pools calculated as if the unpaid stakes had been contributed?

If so, this could have distorted payouts across all participants.

Players Kept Winnings – No Retroactive Charges

One of the most controversial aspects of the case is how it was handled afterward.

Rikstoto chose not to charge players retroactively for the unpaid bets. According to the operator, doing so could have caused players to exceed their responsible gambling limits.

In practice, this meant players were able to:

  • Place bets with zero financial risk
  • Retain any winnings

A scenario that directly challenges the core mechanics of regulated gambling systems.

Second Incident Raises Further Concerns

The February incident was not isolated.

A similar issue occurred again on March 25, also involving bets being placed without payment. However, the Gambling Authority was not notified until April 15, well beyond the required 72-hour reporting window for serious incidents.

In a follow-up letter dated April 20, the regulator questioned:

  • Why the reporting deadline was missed
  • Why loss limits were unaffected in the second incident
  • Whether previous questions about the February failure had been fully addressed

Mounting Pressure After Platform Migration

The issues come after Rikstoto’s transition to a new betting platform provided by Betmakers — a move that appears to have introduced ongoing technical challenges.

Industry observers note that repeated failures of this nature can have broader consequences:

  • Reduced funding for beneficiaries linked to betting revenue
  • Increased regulatory scrutiny
  • Erosion of player trust

Bror Helgestad, Chairman of the Norwegian Trotting Association (DNT), has previously warned that such failures ultimately impact the sport through reduced distributions.
