GRAI Signs MoU with Alderney Commission to Strengthen Gambling Rules

The Gambling Regulatory Authority of Ireland (GRAI) has signed a new Memorandum of Understanding with the Alderney Gambling Control Commission, marking another step in building stronger ties with international regulators.

Anne Marie Caulfield, CEO of GRAI, welcomed Alderney’s Executive Director Andrew Gellatly to Dublin for the signing, which sets out a framework for cooperation across all areas of gambling regulation. The agreement comes as GRAI begins issuing licenses this summer, making collaboration with established regulators vital to ensure consistency across jurisdictions.

Caulfield highlighted the shared values between Ireland and the Channel Islands, saying, “The working relationship between Ireland and the Channel Islands is one that shares a common foundation of proportionate, innovative and professional regulation of gambling activities in both jurisdictions, and today’s signing of the Memorandum of Understanding signifies our commitment to working side by side with the Alderney Gambling Control Commission to protect the public.”

Cooperation to protect players and guide licensing

The MoU is designed to strengthen oversight and improve regulatory practices, particularly as GRAI moves into its licensing phase.

Caulfield noted that guidance from Alderney will be important as Ireland builds its framework, adding, “As the GRAI begins to issue licenses this coming summer, we look to counterpart regulators like the Alderney Gambling Control Commission to provide guidance and support, and we are grateful to Andrew and his team for their ongoing assistance as we continue to fulfil our public health mandate in protecting the most vulnerable in society, particularly young people.”

This latest MoU follows a similar agreement signed last April when GRAI hosted the CEO of the UK Gambling Commission in Dublin. That partnership established a framework for cooperation on compliance, monitoring, and enforcement, and marked the beginning of a series of agreements GRAI intends to put in place with regulators across Europe. 

Ireland and the UK share many of the same operators and gambling practices, so putting this agreement in place will enhance our ability to share information and discharge our respective regulatory responsibilities effectively,” Caulfield said at the time.
