India Sets Up New Gaming Regulator as Online Rules Take Effect in May

The Indian Ministry of Electronics & IT has made a notification regarding the implementation of new online gaming regulations, which intend to reduce online money gambling and regulate the industry better. As stated in the ministry’s press release issued on Wednesday, the new framework will be implemented from May 1, and it will also allow for the establishment of an independent online gaming regulator.

New Framework

The online gaming rules were made as part of the Promotion and Regulation of Online Gaming Act 2025, which was introduced as a law in India last year. The act was passed by the Indian Parliament in August 2025 to address the dangers associated with money-gaming sites as well as promote e-sports and online social games.

As per the ministry’s statement, the new rules will help the government regulate the sector better. The sector encompasses money gaming products as well as other non-monetary gaming products.

Authority Structure

A central part of the new rules is the creation of the Online Gaming Authority of India. The body will act as the principal regulator of the sector, which shall have the task of maintaining a registry of online money games, dealing with any complaints, issuing guidelines, and working in collaboration with banks and enforcement authorities.

The authority will also handle grievances on appeal and ensure compliance among service providers. That gives the new regulator a wide operational role, covering both administrative supervision and dispute handling. The government said the structure is meant to create a more organized system for dealing with online gaming activity.

Compliance System

This system will help improve regulatory enforcement through the establishment of oversight, complaints redressal system, and increased cooperation with banks and enforcement agencies. The other important feature is the procedure for classifying a game as an online money game.

That determination will be based on factors such as the presence of stakes, expected monetary rewards, and revenue models. By setting out those criteria, the rules aim to give the regulator a consistent way to assess products that may fall under the money-game category.

The system also includes a statutory registration regime for e-sports and certain categories of social games. At the same time, most non-real money games, including many online social games, will not require mandatory registration unless the government specifically notifies them.

Safety Measures

The new rules also include user protection measures intended to reduce financial and social harm. Other components include age verification, parental controls, and complaint mechanisms. The proposed framework also implements a two-tiered dispute resolution mechanism, with an appeal system in place to enhance accountability.

This is all in the context of creating a clear distinction between legal gaming and online money gaming. The government said the framework is intended to support regulatory clarity while also protecting users from the risks linked to money-based platforms.

Sector Direction

With the implementation date of May 1 looming for the new regulations, India is entering a more systematic period of regulation for its online gaming industry. With the formation of the Online Gaming Authority of India, the online gaming industry now has an official body that can address any complaints and regulate itself.

According to the government, the new regulations will shield gamers from potential financial and social damage arising from using money-based online gaming websites. The government claims that the new regulations are intended to both support the growth of the industry and safeguard consumers.
