The French Gambling Market Expanded in 2025
According to ANJ, France’s gambling industry brought in €14.1 billion in gross gambling revenue only in 2025, a 3% increase from the previous year. While PMU kept losing ground, growth was supported by lottery activity, online gambling activity, and a revival of physical casinos.
Market Growth Driven By Online Betting and Lotteries
In 2025, the French gambling market generated €14.1 billion in gross gaming revenue, a 3% increase, as mentioned. This puts France about on the level with other significant European markets, such as the UK and Italy, according to ANJ. One of the primary factors influencing the outcome was online gambling, which generated roughly €2.617 billion in revenue. The iGaming industry now accounts for 18.5% of the total market, an approximate rise of 8.5%.
With €1.766 billion in global gaming income, up 10.4% from 2024, online sports betting continued to be the biggest online segment. Football continues to draw the most volume, and tennis also contributed to the category’s 12% increase in stakes to €11.517 billion. Despite a less favorable sports calendar than in 2024, the industry grew, according to the regulator, indicating that online engagement is becoming less dependent on big events. At the same time, lottery growth of 3.4 percent helped FDJ’s exclusive-rights sector maintain its nearly 50% market share.
While PMU continued to decrease, Casinos came back
According to ANJ, land-based casinos saw steady growth in 2025, with overall gaming revenue rising up to €2.816 billion, a total of 3.4% increase. Additionally, admissions rose by 2% to 31.6 million visits. On the other hand, following two months of closure at the beginning of the year, Paris gambling clubs reported a sharp drop in the income values, down 21% to €97 million. The regulator also pointed out PMU’s ongoing difficulties, remarking on a deeper structural decline as evidenced by reduced stakes, revenue, and player numbers.
In 2025, PMU’s exclusive-rights activities brought in roughly €1.651 billion, a decrease of 2.8 percent, while stakes dropped 3.3 percent, down to €6.4 billion. Its player base fell 5.7 percent to 3.3 million, undoing all the 2024 progress. According to the regulator, 2026 will be a crucial year as competition heats up, tax reforms become fully operative, and the football World Cup 2026 may once again test the market’s reaction to significant events such as this one.
The ANJ President, Isabelle Falque-Pierrotin, stated:
“2026 presents itself as a decisive year for the entire gambling market. Whether it is consolidating acquisitions, immediately halting a setback that is taking hold, or facing an intensification of competition on the eve of theat the Football World Cup, all the indicators are red for the regulator. In this context of tension, to which is added the arrival of new forms of betting, it is necessary to continue the expected shift towards a less intensive gaming model and to propose adaptations to the current regulatory framework to lower the temperature of gambling money.”
